The report of the 20 th National Congress of the Communist Party of China pointed out that we should actively promote the construction of a beautiful China,adhere to the integrated protection and systematic governance of mountains,rivers,forests,fields,lakes and sands,coordinate industrial restructuring,pollution control,ecological protection and response to climate change,and jointly promote carbon reduction,pollution reduction,green expansion and growth,and promote ecological priority,conservation and intensive,green and low-carbon development.For a long time,China has combined climate governance with rapid economic development and regional environmental pollution control,adhered to the low-carbon economic development route,and adopted a series of environmental regulation policies to reduce carbon emissions.As the current economic rise of the six central provinces,its development is also inseparable from the construction of ecological civilization.Therefore,it is of great significance to explore the current situation of environmental governance in the six provinces of central China,the influence mechanism of environmental regulation on carbon emission intensity,and the effect of public participation in it,so as to promote the transformation of economic development mode,improve the collaborative governance system and enhance the overall strength and competitiveness of the country.By combing the literature,this thesis summarizes the relevant research results of domestic and foreign scholars on the relationship between environmental regulation and carbon emissions,as well as the impact of public participation on carbon emissions.At the same time,using externality theory and collaborative governance theory,this thesis analyzes the mechanism of environmental regulation and public participation on environmental governance,and puts forward research hypotheses.On the basis of theoretical analysis,this thesis uses the provincial panel data of six provinces in central China from 2000 to 2020,and uses the least square method to empirically analyze the impact of environmental regulation on carbon emission intensity,and tests whether industrial structure,energy consumption structure,foreign direct investment and technological innovation play a mediating effect and whether public participation plays a moderating effect.The study found that :(1)During the period from 2000 to 2020,the total carbon emissions of the six provinces in the central region continued to rise,and the average annual growth rate in the first decade was significantly higher than that in the second decade.(2)Environmental regulation in the six central provinces has a significant inhibitory effect on carbon emission intensity,showing a U-shaped curve relationship.Before the inflection point,it shows a forced emission reduction effect,and after the inflection point,it shows a green paradox effect.(3)There is a significant positive correlation between energy consumption structure and carbon emission intensity,and a significant negative correlation between foreign direct investment,economic development level and population size and carbon emission intensity.(4)Industrial structure,energy consumption structure and foreign direct investment play an intermediary role between environmental regulation and carbon emission intensity in the six central provinces,and the intermediary role of technological innovation is not obvious.(5)Public participation plays a moderating role between environmental regulation and carbon emission intensity,which can significantly promote the carbon emission reduction effect of environmental regulation.Moreover,there is a significant negative correlation between public participation and carbon emission intensity in the six provinces of central China.The higher the degree of public environmental participation,the lower the carbon emission intensity.(6)High environmental regulation,low economic development level and low population size are conducive to the carbon emission reduction effect of environmental regulation in the six central provinces.Based on the above conclusions,this thesis proposes to improve the institutional framework of collaborative governance between the government and the public,promote the deep integration of industrial chain and innovation chain development,increase technological innovation,and strengthen multi-sectoral collaborative governance.
