As we all know, at present, China’s environmental problems, including haze, is under the enormous pressure from public opinion at home and abroad. Promoting social progress, energy consumption also brought the worsening of human survival environment.For this reason, governments have taken measures to save energy and reduce emission.The implementation of the policy of energy saving and emissions reduction can force enterprises to improve energy efficiency, which can achieve the goal of reducing carbon emissions intensity. The Study of the influence of energy intensity on carbon emissions intensity and the effect of forced mechanism caused by environmental regulation, has important practical significance on building a resource—conserving and environment—friendly society.First, this paper reviews the existing literature about the influence factors of carbon intensity and energy emissions intensity of each, and then introduce a new variabl —environmental regulation. After emphatically analyzing the influence of technology progress, industrial structure, carbon emissions intensity under the environmental regulation and urbanization on energy intensity, this paper set up simultaneous equation model to transverse compare various influence factors of the three regions, at the same time trying to find the reasons of the different influence.The empirical results show that the government environmental regulation can indeed force energy emissions intensity decline. The effects of forced mechanism in high and middle-energy regions are similar, but are not remarkable than low-energy region.Restricted by factors such as employment and economic development, the forced effect of environmental regulation is weakened in high and middle-energy regions, therefore, to establish an effective system is particularly important. In the higher energy consumption region, environmental regulation has more directly effect on energy intensity. The effect of environmental regulation on carbon emissions intensity from high-energy region to low-energy region is reduced in turn. The more government spends funds on environment, the better effect of environmental regulation on emission reduction is.Technological progress is beneficial to reduce energy intensity, and this effect decreased from high-energy region to low-energy region. Opening-up policy is conducive to reduce carbon emissions intensity for high and middle-energy regions to some extent. The rise in the proportion of secondary industry will increase energy intensity, but is helpful toreduce the carbon emissions intensity. Energy intensity and carbon emissions intensity in the three regions are positive correlation, which confirms the theory that the decrease of energy intensity can help to reduce carbon emissions intensity. Because the new urbanization process of our country focus on promote the development of circular economy and low carbon industry, so in the high and low-energy regions, urbanization is helpful to reduce energy intensity. Finally, based on the above research conclusion, this paper gives some feasible policy suggestions. |
