Employment Effect Research Of Carbon Emissions Trading Policy

In the outbreak time and "double carbon targets" critical period of implementation,the employment problem is becoming more and more serious.High quality and economic development into a new level,"speed up the improvement of ecological environment" and "implement the strategy of employment priority" is still in the development of our country important strategic objectives.But with the strengthening of environmental regulation intensity,its impact on employment should not be ignored,can alleviate the contradiction between environment protection and full employment to become the key problem to be solved.With the establishment of the national carbon market,carbon emissions trading policy or can be a effective way.Based on this,this article is dedicated to explore the implementation of the carbon emissions trading policy impact on employment and its possible influence path,verify whether employment dividends,carbon emissions trading system for China’s ecological civilization and full employment of the coordinated development put forward some feasible Suggestions,and provide theoretical support for the development of the national carbon trading market.Based on carbon emissions trading policy as a "natural experiment",to explore the practice of carbon trading policy how to affect the employment of pilot provinces.First of all,in this paper,both at home and abroad about general environmental regulation and carbon emissions trading relations with the employment related literature made a summary,the view on the basis of analysis and study on classification,in order to make clear the direction and method of this study,and to determine the feasibility of the research.Secondly,in this paper,based on the production of the enterprise decision,the local model based on production of carbon emissions trading through theoretical analysis,the impact on employment and on the demand effect,element substitution effect and environmental innovation effect three dimension analysis of employment mechanism,the influence of carbon trading Again,illustrates the environmental pollution in our country and its regulation,carbon emissions trading,and employment status,and explore the existing problems.Further,this paper takes "carbon emissions trading" which was reasonably natural experiment,using the national 30 main provinces in 2009-2018 panel data,using the generalized moment estimation model(GMM)to explore the dynamic effect of carbon emissions trading on the employment;And through a series of robustness tests and heterogeneity analysis verify the result.At the same time,to evaluate the role of carbon trading policy on employment path,to build the mediation effect model of the influence of the employment mechanism.After a series of research,this paper found that:(1)theoretical analysis found that carbon emissions trading policy through the demand effect,substitution effect and environmental effect factors of impact on employment.(2)the whole,carbon emissions trading policy can significantly promote the overall level of employment pilot areas,and the third industry employment levels,but were not favorable to the development of secondary industry employment;(3)different perspective,the effect on employment of carbon emissions trading policy exists heterogeneity of regional heterogeneity and employability skills.The findings for the correct understanding of the relationship between the carbon emissions trading and employment provides a new train of thought and the empirical evidence,and optimized in the national carbon emissions trading market,employment level and perfect structure puts forward some feasible Suggestions;(4)through the intermediary effect analysis found that the carbon emissions trading can through improving the structure of the demand and improve the innovation of scientific research into two dimensions to further improve the level of pilot province of employment.According to the results,this paper argues that to coordinate the relationship between environmental regulation and employment,expand the positive effect of carbon emissions trading on employment,the first task is to optimize the environmental regulation policy choices,give full play to the synergy of the government and the market mechanism,and perfect the national carbon trading market,power balance across the economy and environment,high quality development;Secondly,vigorously advances the strategy of innovation and development,boosting employment structure of industry to the fundamentals,rationalization;Again,strengthen the labor skills training,improve the value of human capital,optimize the structure of employment skills;Finally,guide the social overall consumer demand structure transformation,continue to increase investment in environmental protection scientific research innovation.This article has made the corresponding innovation in some ways:(1)the existing literature about the effect on employment of carbon trading policy research,a lack of specific path research as well as for the empirical analysis of the employment structure of three industry,this article as a breakthrough point,make up for the shortage of the carbon trading market employment effect research,perfect the new established a national carbon trading market;(2)based on the theory of enterprise behavior decision and production of partial equilibrium model,in theory to build mathematical model of carbon emissions trading policy affect the employment,to explore the pertinence of carbon trading on employment effects;(3)is studied by using theory of generalized GMM carbon emissions trading policy to the dynamic employment effect of different industries,to verify the continuity of carbon trading policy and lag;At the same time using K order average clustering analysis and group differences between coefficient test methods to explore the heterogeneity Angle effect on employment of environmental regulation;(4)based on the structural equation model of stata perfect existing path analysis,effectively make up for the original inspection of the mediation effect of stepwise regression model,part of the problem of the missing.
