Agricultural characteristic towns play an important role in promoting agriculture and rural economy and guiding the development of rural characteristic industries.Problems such as unclear pre-positioning,unclear functional positioning and difficulties in project financing have arisen during the construction of agricultural characteristic towns,and these problems have led to agricultural characteristic towns not producing good economic,social and environmental benefits in their operation.If construction projects are to enhance project sustainability,they need to be comprehensively planned and laid out at each stage of the whole life cycle,with comprehensive consideration from the whole life cycle.The article compares the theories related to the sustainability of agricultural characteristic towns and construction projects,and takes the whole life cycle theory as the basis.The secondary criteria of the evaluation indexes are determined through analysis of case studies and field research,and then the indexes are determined through literature research.In order to ensure the objectivity and rationality of the indicator system,factor analysis was applied to revise the initially determined indicators,and four indicators were deleted to finally determine the evaluation indicators for the sustainability of agricultural characteristic town construction projects,which contained 40 indicators.The article takes the four stages of the decision making stage,design stage,construction stage and operation stage of the agricultural characteristic town construction project as the primary criterion layer of the evaluation index system,the13 main influencing factors on the sustainability of the agricultural characteristic town construction project identified as the secondary criterion layer,and the 40 selected indicators as the index layer to construct an evaluation index system for the sustainability of the agricultural characteristic town construction project.The index weights were determined by applying the hierarchical analysis method,and then the sustainability evaluation index system of the agricultural characteristic town construction project was applied to the actual project,and the fuzzy comprehensive evaluation method was applied to evaluate the project,and the evaluation results were analysed.Based on the evaluation results and index weights,it is proposed that in the decision-making stage,the agricultural town construction project should clarify the industrial positioning,innovate the financing mode and formulate a policy system that is compatible with the construction and management of the agricultural town;in the design stage,it should focus on the functional integration planning and shape the unique humanistic style;in the operation stage,it should build an operation and management platform,expand the characteristic industrial chain and strengthen the industrial linkage.The article combines the domestic and international research results in the fields of whole-life evaluation of construction projects,sustainability of construction projects and agricultural characteristic towns,and systematically establishes a sustainability evaluation index system for agricultural characteristic town construction projects from a whole-life perspective,broadening the scope of research on the sustainability of construction projects and providing some reference for the sustainability evaluation of agricultural characteristic town construction projects.
