Research On Influencing Factors And Optimization Strategies Of Equalization Of Urban Environmental Information Public Services

With the rapid development of China’s economy,people are paying more attention to protecting the natural environment they rely on for survival and the effectiveness of obtaining ecological information on the basis of material needs.This is mainly reflected in the increasing public demand for the quality of urban environmental information public services.How to improve the quality of urban environmental information public services and enable them to achieve roughly equal access for urban residents,and then analyze the factors that affect the equalization of urban environmental information public services,has become the key to solving the problem.On the basis of reading a large number of documents,this paper,based on the actual situation in China,makes a detailed analysis and explanation of the resistance factors and driving factors in the process of equalization of urban environmental information public services,expounds the research background,significance and purpose of equalization of urban environmental information public services in turn,and combs the related concepts of equalization of urban environmental information public services.This paper defines the connotation and scope of equalization of urban environmental information service,extracts the factors of equalization of urban environmental information service,verifies the extracted influencing factors by expert interview and constructs an index system.Based on the system dynamics method,the index system is modeled,and four subsystems of environmental information production subsystem,open subsystem,service subsystem and feedback subsystem are constructed,and the simulation is carried out by Vensim PLE software.It is verified that the positive related factors affecting equalization are information qualification rate,proportion of fiscal expenditure to GDP,per capita investment in scientific and technological research and development,environmental information disclosure rate of pollution sources,environmental management information disclosure rate of local governments,quantitative evaluation of policies and public opinion supervision system.The negative correlation factor is "technical risk".Guided by the theories of environmental right to know,information asymmetry theory.From the perspective of equalization of basic public services,it systematically analyzes the influencing factors of equalization of urban environmental information public services and proposes optimization strategies.This not only improves the satisfaction of urban residents with the government’s provision of equal urban environmental information public services,but also helps to promote the development of equalization of basic environmental public services,Provide certain reference significance for the in-depth research on the equalization of urban environmental information public services in the future,and provide theoretical basis and practical reference for the development of the equalization of urban environmental information public services in the future.
