Research On The Financial Investment Of Basic Public Health Services In Chifeng City From The Perspective Of Equalization

Since medical reform,the government attaches greater importance to the supply of basic public health services.Currently the basic public health services has made a lot of achievements,and expose a series of problems,for example poor quality service quality,big regional difference and insufficient capital investment.The equalization of basic public health service has become the hot issue of research by all sectors of society.As one city with largest population in Inner Mongolia,Chifeng faces a series of special difficulties in supply of basic public health services,for example weak economic strength,unbalanced regional development and urban&rural development,people in the pasturing area are difficult to seek medical services.Through researching current situation of fiscal investment of basic public health services in Chifeng,this text expects to explore the solutions which push fiscal investment for equalization of basic public health service so as to provide local government with scientific basis and theoretical reference for formulating policies in the future.Based on theories of welfare economics,public goods and public choice,this text defines related concepts such as basic public health service,equalization and total health expenditure so as to explain the active role of basic public health services in fiscal investment.Through analyzing,we know the current situation of basic public health service and fiscal investment in Chifeng and find a series of problems in process of fiscal investment:firstly there are low economic development and per capita funds-raising standards,secondly unbalanced investment and big difference in regional basic public health service,thirdly low proportion of fiscal investment of grass-root public health service institutions,fourthly low efficiency of utilizing financial aid for basic public health service.Then we carry out in-depth analysis of causes about problems in fiscal investment which is mainly derived from imperfect fiscal system,legal system and the impact of urban-rural dual structure.We should learn from advance experiences in regions at home and abroad to put forward suggestions and solutions for improving fiscal investment of basic public health services with combination of actual situations in Chifeng,targeting at improving fiscal system and intensifying governmental responsibilities,we bring forward scientific division of right of property and liability,and payment system of improving fiscal transfer to intensify funds-raising,optimize structure of fiscal expenditure and allocation of funds,standardize system of financial management,improve legal system of financial guarantee for basic public health service and prefect assessment and evaluation system of basic public health services.
