Research On Green Employment In The Upgrading Of Industrial Structure In Hebei Province

Under the pressure of sustainable development of resources,environment and economy,China is accelerating the upgrading of industrial structure and switch to the path of green and low-carbon development of modernization.Industrial structure is related to employment structure.Green employment is an emerging employment concept that adapts to the future industrial layout and economic development mode,and has been verified in some developed countries.Hebei Province is a major industrial province and one of the key areas of environmental pollution control in China.In the process of industrial structure upgrading,it faces great pressure of ecological environment and re-employment pressure of industrial personnel.It is of great practical significance to study the development way of green employment in Hebei Province.To this end,the paper combs the theoretical research status of green employment,combines it with the reality of Hebei Province,analyzes the current situation,prospects,challenges of green employment development,and puts forward development suggestions accordingly.The paper mainly uses input-output analysis methods,build an industrial green development evaluation model which includes the influence of economic、full energy consumption and full carbon emission in each industrial sector to calculate the green development degree and employment effect of each industry and evaluate the development of green employment in Hebei Province.The results show that the green development trend of most industries in Hebei Province is good,but the employment situation is not optimistic.More than 85% of the industrial sectors have significantly improved their resource utilization rate and reduced their carbon emissions,while more than 90% of the industrial sectors have reduced their employment effect,indicating that green growth has not become the core mode of economic development in Hebei Province,and it is difficult to open up the space for job creation.Except for the tertiary industry,the indirect employment effect of most industries is greater than the direct employment effect.When adjusting the industrial structure and formulating employment policies,it is necessary to fully consider the impact of the industrial chain and avoid taking overly tough measures.Based on the "14th Five Year Plan" development plan of Hebei Province,It is believed that Hebei Province has good prospects for development in green agriculture,green transformation of traditional industries and renewable energy industries,which are expected to create more jobs and improve the quality of employment.Developing green employment still faces many challenges: the difficulty of adjusting the industrial structure restricts the effective supply of green jobs,backward institutional construction restricts the standardized development of green employment,and high greening costs weaken the development momentum.It is necessary to improve the relevant institutional arrangements in terms of expanding the capacity of green employment,improving the green employment system and mechanism,strengthening policy preferences and publicity,and promoting the development of green employment from multiple perspectives.
