Since the 18 th National Congress of the Communist Party of China,in order to completely change the ecological and environmental protection situation in China,the country has placed ecological civilization construction in an increasingly important position.The development model guided by the ecological environment(EOD model)has emerged,and China has gradually begun to explore and research relevant theories and pilot applications of EOD model.Under this background,Local governments and social investors hope that through the implementation of EOD projects,they can properly handle the relationship between local ecological environmental protection and economic and social development,settle the problem of their harmonious development,realize sustainable development between economy and society.However,in the implementation,operation and implementation of EOD projects,there are a series of risk factors,such as the long span of industry development,the long period of environmental governance and the realization of economic benefits.Relevant parties,such as government departments,social capital parties,construction enterprises and third-party consulting organizations,have begun to gradually study how to conduct scientific risk assessment for EOD projects.This article studies the risk assessment system for the entire lifecycle of watershed comprehensive governance projects under the EOD model,constructs a scientific data analysis model,enriches and develops the theory of watershed comprehensive governance with Chinese characteristics under the EOD model,and improves the decision-making basis for achieving high-quality regional development.First of all,by reading literature,this paper summarizes and analyzes the concept and application of EOD model at home and abroad,the development history,main research direction and research status of integrated watershed management.Then the concepts and relevant theoretical basis of EOD model,integrated watershed management and ecological products are introduced,which supplys academicl context for the analysis of the later section of this paper.Then,on this basis,a risk assessment system for comprehensive watershed management under EOD mode is preliminarily established through literature review and summary.In addition,through the analysis of national and provincial actual pilot cases,the risk indicators were matched,and the risk indicators were re-screened by means of questionnaire survey and expert interview.Finally,the index evaluation system with 3 levels,7 aspects and 32 risk indicators was obtained.Then the index weights were determined by the three-scale AHP-entropy optimization combination weighting method,and Build a risk assessment cloud model based on optimized combination weighting method.Then,L project was taken as an example to further verify the science and applicability of the risk assessment system constructed in this paper,and a conclusion was drawn that the risks in the industrial development,operation and construction stages were relatively large from the perspective of the whole life cycle of the integrated watershed management project under EOD mode.Finally,targeted risk countermeasures were proposed according to the risk assessment conclusions.
