In the protection of watershed ecological environment,economic interests are often lost due to the protection of the environment.How to solve the conflicts can we establish an effective watershed ecological compensation mechanism to coordinate the coordinated development of the region,and a reasonable watershed ecological compensation standard is the premise to ensure the effectiveness of the compensation mechanism.In the formulation of watershed ecological compensation standard,the existing research is mainly based on the water quality and quantity of the watershed or the cost analysis of input and output,and has not yet solved the problem from the perspective of relevant stakeholders of the watershed environment.From the perspective of stakeholders,this paper calculates the gross ecosystem product of relevant stakeholders,tests the accounting results by combining with the material flow analysis method,and identifies the compensation subjects and compensation objects in the watershed ecological compensation game according to the analysis results.Combined with the game theory,this paper constructs the non-cooperative game and cooperative game models,and quantitatively obtains the formulation scheme of watershed ecological compensation standard.Taking the Tuojiang River Basin as the research area,the basin ecological compensation standards of the Tuojiang River Basin in2018 and 2019 are obtained,which provides new insights and suggestions for the government to promote the implementation of the basin ecological compensation mechanism of “ three waters as a whole ”.The main research contents and conclusions of this paper are as follows:1.Based on the technical guidelines for terrestrial ecosystem gross product accounting and the actual situation of the Tuojiang River,the river accounting list is compiled.Through data collection and model calculation,the ecosystem gross product of Tuojiang River Basin in Chengdu,Zigong,Luzhou,Deyang,Neijiang,Meishan and Ziyang in 2018 is calculated to be 1484.87,514.87,150.59,514.44,769.49,234.76 and 45.118 billion yuan,respectively.The gross ecosystem product in 2019 was 1589.17,564.71,168.48,561.41,860.99,256.31,47.66 billion yuan,and in 2020 was 1685.52,618.61,185.93,609.62,935.72,277.48,520.68 billion yuan.2.Based on the material flow analysis method,the value of the factors that affect the gross ecosystem product in the Tuojiang River Basin is quantified.After comparing the actual downstream water quality changes and calculation results of the whole Tuojiang River Basin,the accuracy of the calculation results of the gross ecosystem product is tested,and then the distribution of the gross ecosystem product in the Tuojiang River Basin is calculated.In 2018,the main compensation subjects in the basin ecological compensation are Chengdu,Deyang,Meishan and Ziyang,and the compensation objects are Neijiang,Zigong and Luzhou.In 2019,the compensation subjects were Deyang,Meishan and Ziyang,and the compensation objects were Chengdu,Neijiang,Luzhou and Zigong.3.The non-cooperative game-bargaining method is adopted to reduce the impact caused by the difference in the value of public goods and private goods by taking the distribution / contribution of the gross ecosystem product of each city as an example and introducing the value equivalent factor method.Finally,the reverse induction method is used to obtain a final formulation scheme of watershed ecological compensation standard.The Tuojiang River Basin is taken as an example to provide reference for the government to formulate relevant policies.4.The Shapley value method of cooperative game alliance cost allocation method is used to calculate a watershed ecological compensation standard formulation method under the condition of multi-party cooperation according to the income of each city ’ s ecosystem gross product.Taking Tuojiang River Basin as an example,a horizontal watershed ecological compensation standard formulation scheme combined with longitudinal government relations is obtained,which can also provide reference for the government to formulate relevant policies.
