The trans regional and complex transmission characteristics of air pollution determine that air pollution control has always been a thorny environmental governance problem,but many regions choose to ignore serious air pollution problems for the sake of rapid economic growth.With the economic and social development entering a new stage,the demand for high-quality development is constantly reflected in environmental governance,and the voice of protecting the ecological environment and continuously improving the air quality is growing.The sustainable development of the environment is the guarantee of stable and sustainable economic development.However,in the face of the increasingly prominent problem of air cross pollution in environmental issues,how to build a reasonable cooperation mechanism for air governance,improve the performance of air governance,and what factors affect the concentration of air pollutants under the current air joint prevention and control mechanism are still worth thinking deeply.Considering that the Yangtze River Delta plays an important role in China’s economy,it has the ability to effectively prevent and control air pollution while developing its economy,so as to achieve high-quality economic development.Therefore,based on the background of joint prevention and control of regional atmospheric governance,this paper deeply explores the key factors to improve the air quality of the Yangtze River Delta based on the spatial metrological model,which helps to timely find the loopholes in the current cooperative governance policies of the Yangtze River Delta region,improve the synergy of regional atmospheric governance,and then develop a more effective and reasonable joint prevention and control mechanism for improving the air quality of the Yangtze River Delta.First of all,this paper analyzes the spatial aggregation and state transfer of air pollution in the Yangtze River Delta urban agglomeration through Moran index and Markov chain;Then,the Yangtze River Delta regional air governance cooperation network is constructed through social network analysis method to identify the structure of the air cooperation network and the cooperation ability of each city in the cooperation network;Then,based on the pressure state response model,an air governance performance evaluation index system is established,and the panel entropy method is used to evaluate the air governance performance of different influential cities in the cooperative network;The last part is the empirical part of this paper.The first part of the empirical content is to explore the influencing factors of air quality improvement and air governance performance improvement based on regional cooperative governance information.The second part of the empirical content is to use the dual weight spatial Durbin model,and explore the influencing factors of air quality improvement in the Yangtze River Delta urban agglomeration under different backgrounds by combining regional spatial geographic information and regional cooperative governance information.The conclusions of this paper are as follows:(1)The atmospheric pollutants in the Yangtze River Delta region have a significant positive correlation in geographical space.The problem of cross-border diffusion of air pollution has become obvious.The overall air quality of the southeast coastal city groups is good.The cities with good air quality play a positive role in driving the surrounding cities.The air quality of the northwest inland city groups is generally poor because of the impact of natural conditions,Moreover,cities with serious pollution will also have a negative impact on the air quality of surrounding cities.In addition,it can be seen from the Markov chain that the regional joint prevention and control policy will have a significant impact on the transfer of air quality status of the Yangtze River Delta urban agglomeration.(2)The degree of close cooperation on air governance in the Yangtze River Delta urban agglomeration has increased significantly from 2015 to 2019,but the cooperation density is still not high.Shanghai,Zhejiang Province and Jiangsu Province have mastered most of the cooperation resources in the cooperation network,while Anhui Province is in a marginal position in the cooperation network with weak cooperation capacity.In general,the structure of the air governance cooperation network of the Yangtze River Delta urban agglomeration is still unstable.(3)From 2015 to 2019,the atmospheric governance performance of cities in the Yangtze River Delta fluctuated and rose.The atmospheric governance performance of Shanghai and Zhejiang Province was above the average level,while that of Jiangsu and Anhui Province was below the average level.The air governance efficiency of Zhoushan,Taizhou,Huzhou,Jinhua,Ningbo,and Shanghai are outstanding.Nanjing,Wuxi,Changzhou,Suzhou,and Maanshan have good economic conditions but low air governance efficiency,and even the improvement of air governance performance has stagnated.(4)There is a positive agglomeration effect on the atmospheric governance performance among cities with close cooperation in atmospheric governance.Increasing the proportion of the output value of the tertiary industry in the output value of the secondary and tertiary industries is conducive to improving the atmospheric governance performance of the city itself.The proportion of the output value of the secondary industry in the output value of the secondary and tertiary industries in cities with close cooperation and the increase of foreign investment are not conducive to improving the atmospheric governance performance of the city.(5)The increase of foreign investment can aggravate air pollution.The impact of economic development on air pollution is to aggravate the pollution in the early stage.Later,with the transformation and upgrading of the economic development model,the air pollution problem has also been improved to a certain extent while economic development.Starting from the adjacent relationship of spatial geography,the higher the urbanization rate of geographical adjacent cities,the better the air quality of the city.Starting from the relationship between air governance cooperation,the higher the education investment of cities with close cooperation in governance,the better the air quality of the city.The main contributions of this paper are as listed: First,mining and quantifying the texts on cooperation in air governance in the Yangtze River Delta government texts and building a cooperation network to identify the status and influence of different cities under the joint defense and control mechanism;Secondly,based on the spatial econometric model,the cooperation matrix of air governance is constructed to study the factors influencing the improvement of air quality and air governance performance in the context of regional joint prevention and control;Thirdly,the air governance cooperation matrix based on relative position and the geographic nearest neighbor matrix based on absolute position are simultaneously applied to the spatial metrological model to deeply explore the influencing factors,spatial heterogeneity and dependence of air quality improvement in the Yangtze River Delta under different air governance backgrounds.
