Construction And Application Of Evaluation Index System Of "Two Mountains" Transformation Effect

In recent years,with the deepening of the concept of “Two Mountains”,the transformation of “Two Mountains” has been put into practice throughout the country,to more fully assess regional “Two Mountains” into effect,expand effective ways to achieve common prosperity,it is an inevitable choice to carry out multi-dimensional comprehensive evaluation of the effectiveness of the transformation of “Two Mountains”.Based on the construction of “Two Mountains” into the evaluation index system as the main target,from the “lucid water and lush mountains” to “ invaluable asset” and “invaluable asset” to “lucid water and lush mountains” two aspects to analyze the “Two Mountains” into effect,the introduction of the balanced scorecard,selects the evaluation index from four dimensions respectively,and builds the index system.Firstly,this paper uses literature research method and systematic analysis method to make a theoretical analysis of the transformation effect of “Two Mountains”,puts forward a multi-dimensional evaluation of the transformation effect of “Two Mountains” and builds a corresponding theoretical framework.The balanced Scorecard was modified and reconstructed based on the effective form of “Two Mountains”transformation,and the effect of transforming from “lucid water and lush mountains” to“invaluable asset” is represented by selecting indicators from economic dimension and social livelihood dimension,the effect of transforming from “invaluable asset” to “lucid water and lush mountains” is represented by selecting indicators from process management dimension and learning and growth dimension.Select appropriate indicators to construct the evaluation index system of the transformation effect of “Two Mountains”.The research results can provide a certain theoretical basis and technical reference for evaluating the transformation effect of “Two Mountains” in similar areas,and further promote the improvement of the transformation effect of “Two Mountains”.The main research results are as follows:(1)On the basis of literature review,from the “lucid water and lush mountains” to“invaluable asset” and “invaluable asset” to “lucid water and lush mountains” into two levels,the introduction of the balanced scorecard,from the economic dimension,the social dimension of the people’s livelihood,process management dimension,learning and growth dimension selected 17 evaluation indicators,constructs the “Two Mountains” transformation of the evaluation index system.The effectiveness evaluation of “Two Mountains” transformation has a wide coverage,which is consistent with the four dimensions of the Balanced scorecard.The introduction of the balanced scorecard to build evaluation system,from the selection of four evaluation dimensions is more comprehensive,all-round,multi-dimensional evaluation index,enriched and developed the “Two Mountains” into the evaluation content,for the study of the “Two Mountains”fruits into indicators provide multi-dimensional multi-level perspective,makes the evaluation content more rich,more accurate evaluation results.(2)Using the evaluation index system of “Two Mountains” transformation effect,the paper conducts an empirical study on the transformation effect of “Two Mountains”in Kaihua County from 2005 to 2020,and finds that the index system can reflect the transformation effect of “Two Mountains” in Kaihua County well.The empirical results show that the transformation effect of “Two Mountains” in Kaihua County is on the rise on the whole,which can be divided into four stages.According to the results,the transformation effect of “Two Mountains” in Kaihua County was divided into four grades: excellent,good,medium and poor.The change trend of four evaluation dimensions of the transformation effect of “Two Mountains” in Kaihua County and the influence degree of each evaluation index on the comprehensive effect were compared and analyzed,find out the weak part of the “Two Mountains” into effect,and the suggestion to improve or upgrade,can further promote the transformation from “Two Mountains” productivity,achieve high efficiency and sustainable transformation between “Two Mountains”.At the same time,the evaluation index system of “Two Mountains” transformation effect constructed in this paper can provide reference value for the selection and system construction of evaluation index of “Two Mountains”transformation effect in other similar areas.(3)Combined with the empirical results,some suggestions are put forward to further improve the effect of “Two Mountains” transformation in Kaihua County and similar areas.First,First,we need to build a systematic closed loop in which ecological restoration and resource exploitation promote each other and coordinate conservation and development.Second,high-quality territorial space planning should lead the transformation of “Two Mountains”,focus on integrating county resources such as modern agriculture,ecological industry and leisure tourism,promote the integrated development of the primary,secondary and tertiary industries of ecological agricultural and forestry products,and form a new path of territorial space to support the transformation of “Two Mountains”.Third,we will expand the feasible path for the transformation of “Two Mountains” to improve the results of transformation.At present,the transformation of “Two Mountains” in Kaihua County has achieved good results under the existing development mode,but it still needs to be further adjusted in quality positioning,technology application,brand management,platform promotion and other aspects,so as to achieve high-quality and efficient transformation results of “Two Mountains”.Fourth,the recovery of the cultural and tourism market should be adopted to cope with the decline of the transformation effect of “Two Mountains” in the post-epidemic era.The above improvement suggestions will play a positive role in solving the problems encountered in the practice of promoting the transformation of“Two Mountains” in areas with the same resource endowment and better scientific evaluation of its “Two Mountains” transformation effect.
