With the rapid development of economy,the living standard of the people have improved,followed by a large amount of municipual solid waste generation,and the management of municipual solid waste is faced with significantly challenges.The increasing amount of municipual solid waste has a serious impact on economic development and human health.Recycling is a reasonable way to dispose municipal solid waste,and it is also an effective way to improve the management of municipal solid waste.The practical experience of developed countries proves that the compulsory implementation of urban solid waste recycling system needs a certain social and economic foundation.Therefore,it is of great significance to explore which factors restrict the implementation of the system and whether different regions have the same suitability for mandatory implementation of the municipal solid waste recycling system.Resource scarcity theory,sustainable development theory and circular economy are the basis of this paper.In this study,an index system composed of five sub-systems(12 indicators in total),namely economy,society,technology,consciousness and market,was constructed.The ISM interpretive structure model was used to analyze the influence degree of 12 indicators on the mandatory implementation of the municipal solid waste recycling system,and the internal relationship among the 12 indicators was studied.The 31 provinces in China were selected for comprehensive evaluation.The weights of the five sub-systems in the socio-economic framework were calculated by the analytic hierarchy process.Based on the weight calculated by AHP,the entropy weight method is used to obtain 12 specific index weights within the five subsystems.Then VIKOR ranking method was used to evaluate the possibility of implementation of mandatory municipal solid waste recycling system in 31 provinces of China,and the suitability level of implementation of the system in 31 provinces was obtained.Finally,it analyzes the restrictive factors of the implementation of the system in each province.The results showed that:(1)market maturity(31.6%),economic development(27.8%)and technological development(18.7%)are the most important factors affecting the implementation of municipal solid waste recycling system,market and industrial development play a significant role in the implementation of the MSW recycling and utilization system.(2)In the evaluation index system of suitability for the implementation of provincial municipal solid waste recycling system in China,market maturity is the deep root influencing factor,and the market subsystem has different degrees of influence on other subsystems.(3)In the five subsystems,the market subsystem affects the economic subsystem,the economic subsystem affects the educational subsystem,and the educational subsystem has an impact on the social and technological subsystem.(4)The results obtained by VIKOR method show that the distribution of suitability grade is unbalanced among different regions,and the eastern region is more advantageous than the western region.(5)The three regions belonging to the first grade are Beijing,Shanghai and Tianjin,which are suitable for the compulsory implementation of the municipal solid waste recycling system.Zhejiang,Guangdong,Jiangsu,Shandong,Fujian and other provinces belong to rank II and can try to carry out pilot programs.Rank III and IV provinces such as Jilin,Henan,Shanxi,Tibet and Xinjiang are not suitable for implementation at present.This study explores the relationship between the influencing factors of the implementation of the municipal solid waste recycling and utilization system,analyzes the degree of influence of the influencing factors on the final implementation target of the system,evaluates the suitability of the implementation of the municipal solid waste recycling and utilization system in China’s provinces.The research methods and results of this paper can provide a reference for various regions to implement the recycling system and decision-making of municipal solid waste according to local conditions.
