Electrolytic manganese industry is an important industry in our national economy,but it is also an industry with high consumption of resources and energy and high production of pollutants.Since the rapid development of electrolytic manganese industry in 2000,electrolytic manganese enterprises have caused serious environmental pollution in the production process.As a preventive production strategy,clean and low-carbon transformation has been widely used in enterprises.This study comprehensively evaluated and analyzed the clean and low-carbon transformation programs of major electrolytic manganese enterprises in China and the performance achieved by their implementation.The work carried out is as follows:Through the study of domestic and foreign cleaner production literature and the field investigation of domestic electrolytic manganese enterprises,starting from the whole production process of electrolytic manganese industry,the clean and low-carbon transformation scheme is proposed from four aspects: source control,production process transformation,pollution control equipment transformation and comprehensive utilization of resources.Three domestic enterprises with high production capacity were selected as the research objects.According to the "Electrolytic Manganese Industry Cleaner Production Evaluation Index System",the comprehensive evaluation index of the three enterprises in 2017 and 2021 was calculated by combining the qualitative index evaluation and the index grading weighted evaluation,and the cleaner production level was compared and evaluated.The results showed that the cleaner production level of the three enterprises in 2017 was generally low,and could not reach the level of level III of cleaner production stipulated by the state.After five years of clean and low-carbon transformation,the level of clean production has reached the level II of clean production in 2021,among which the comprehensive evaluation index of the level II of A enterprise is 100 points,and it is expected to reach the level I of clean production in the future.The benchmarked enterprises of electrolytic manganese production in China were selected to analyze the changes of key cleaner production indicators.The analysis results showed that the comprehensive power consumption decreased from 7100 k W·h/t in 2017(calculated in Mn,the same below)to 6500 k W·h/t in 2021,and the selenium dioxide consumption showed a decreasing trend year by year.For Enterprise A after multiple rounds of transformation,its three evaluation indexes,such as water intake per unit product,anode mud production and water-soluble manganese content in manganese residue(dry basis),can all reach the leading level in China and the top level in the industry,playing a leading role in pollution reduction and carbon reduction and green transformation of the industry.
