Since the reform and opening up,China’s economy has grown rapidly through decades of gradual development and efforts,and has achieved remarkable economic development results.However,in parallel with the country’s economic progress and development,natural environmental problems such as environmental pollution and global climate change are constantly occurring.Nowadays,many countries around the world are actively advocating a low-carbon economies,environmental protection,and energy conservation for sustainable development.As a result,companies are expected to develop preventive measures to measure the environmental costs associated with pollution problems,and environmental cost management was born.In our country,environmental cost management has been developed for more than 20 years,and during this time many experts and scientists have studied the subject.Moreover,changes in the environment have hampered the changes and development of environmental cost management.Therefore,in today’s low-carbon economy,it is important to move to a new research process in environmental cost management as soon as possible.Although steel companies in our country have long since begun to improve environmental cost accounting and management,environmental cost accounting has been one-sided.The management mechanism is limited to environmental cost reduction efforts,and environmental cost data cannot be fully utilized to quickly improve the management level of enterprises,and as a result,environmental cost management cannot be effectively implemented and evaluated.In this case,there is a need to explicitly assess the environmental cost management evaluation system from the perspective of low-carbon economy and management.The aim of this paper is to define the performance assessment of environmental cost management in steel companies from "low carbon economy," clarify the evaluation objectives from the perspective of "low carbon economy," and develop and establish a model for the performance assessment of environmental cost management in steel companies based on a low carbon economy perspective.A performance assessment model based on a low carbon economy perspective.This study uses a comparative analysis,a literature review and a case study approach.Firstly,a comparative study on the concept of low-carbon economy,derived accounting issues,and domestic and international environmental cost management performance measurement techniques is conducted to present aspects of environmental cost management measurement that can be used by the steel industry in Japan.Next,we analyze the current status of environmental cost management performance measurement in Chinese steel mills,analyze the problems and reasons of environmental cost management performance measurement,and explain the feasibility of the DEA model,which consists of five aspects: clarifying evaluation objectives,selecting evaluation models,defining decision-making units,selecting evaluation indicators,and constructing evaluation model is constructed from five aspects: clarification of evaluation objectives,selection of an evaluation model,definition of decision-making units,selection of evaluation indicators,and construction of the model.The feasibility of applying the DEA evaluation model to further improve environmental cost inputs and outputs in steel mills is also examined through case studies.We also analyze the effectiveness of environmental cost management in WSCC in terms of overall efficiency,global effectiveness,net technical efficiency,return to scale,and slack variables.Finally,the paper proposes improvement measures to facilitate the implementation of cost management in Chinese steel mills the raising of environmental awareness among employees. |
