Research On The Impact Of Environmental Protection Tax On Green Technology Innovation Of Manufacturing Enterprises

Since reform and opening-up,our country’s economic development achievements attract worldwide attention,but there are heavy environmental crisis behind the proud results.The traditional rugged economic growth mode brought a series of environmental pollution problems to our country,to solve these problems effectively,the economic development comprehensive green transition becomes an important direction of our future development.Manufacturing industry is our country’s national economy pillar industry,green transformation of manufacturing enterprises plays a vital role in solving environmental pollution problems,and green technological innovation can help manufacturing enterprises to build low carbon,green and efficient production system,is the key to realize the green transformation of manufacturing enterprises.However,experience has shown that only relying on market mechanism can not effectively encourage manufacturing enterprises to carry out green technology innovation to solve various environmental pollution problems,so government intervention is needed.In recent years,the Chinese government has introduced many policies on environmental protection.The environmental protection tax is a very important part of these policies.The collection of environmental protection tax can indeed effectively reduce the damage caused by Chinese manufacturing enterprises to the environment,at the same time,the collection of environmental protection tax can also effectively guide manufacturing enterprises to take the initiative to carry out green technology innovation.However,the introduction of the current environmental protection tax is relatively short,and the implementation of the policy has no conclusive effect on the green technology innovation of manufacturing enterprises.In this context,this paper studies the relationship between environmental protection tax and manufacturing enterprises’ green technological innovation.This paper uses the methods of literature research,empirical analysis and comparative analysis to study the impact of environmental protection tax on manufacturing enterprises’ green technology innovation.This article first studies the relationship between environmental protection tax and green technology innovation from the perspective of theory,and then summarizes the status quo and problems of environmental protection tax of our country and manufacturing enterprises green technology innovation,and based on the analysis of the status quo and problems of our environmental protection tax and manufacturing enterprises green technology innovation.Based on the data of 428 listed manufacturing enterprises from 2018 to2020,the relationship between them is further discussed by using empirical analysis method,and the conclusion is drawn that the environmental protection tax can significantly promote the green technology innovation of manufacturing enterprises,and the promotion effect is more significant for state-owned enterprises,eastern enterprises and heavy polluting enterprises.In order to make better use of the incentive effect of environmental protection tax on the green technology innovation of manufacturing enterprises,this paper puts forward four policy suggestions based on the conclusion of empirical analysis and the actual situation of our country: first,expand the scope of taxation,second,adjust the current tax rate,third,improve preferential policies,and fourth,perfect the cooperative mechanism.The first of this paper’s innovations is on the research object,the manufacturing industry is the pillar industry of our country,in order to better study the impact of our environmental protection tax on green technology innovation,this paper focuses on the green technology innovation of our country manufacturing industry enterprises,to reflect the implementation effect of the environmental protection tax;Second,reflected in the research scope,this paper focuses on the impact of environmental protection tax on the green technology innovation of Chinese manufacturing enterprises since the official implementation of the Environmental Protection Tax Law of the People’s Republic of China in 2018.
