Study On The Impact Of Environmental Judi-cial Specialization On Green Economic Efficiency

With the rapid development of Chinese economy,environmental problems have emerged.The extensive development mode of Chinese economy has brought traumas to national resources.Under the call that green waters and green mountains are golden mountains and silver mountains,China has begun to pay more attention to environmental protection and restoration.As a country that administered of law,justice is an important part of the law.It is also logical to help manage environmental problems with the help of justice.China set up the reform of environmental judicial specialization in Guizhou in 2007.In2014,the Supreme Court established the Environmental Resources Trial Chamber.In 2015,the new Environmental Protection Law was implemented,and the construction of environmental judicial specialization in China was comprehensively "accelerated".In cooperation with the supervision and the public interest litigation of the procuratorate,a relatively complete environmental law supervision system was initially established.Under the background of the construction of national ecological civilization,a professional and independent environmental trial mechanism is an important measure to strengthen environmental protection and management,meanwhile it can also improve China’s environmental legal system.The purpose of this paper is to study whether environmental judicial specialization plays a role in the efficiency of green economy.After putting forward the question,it analyzes the problem from both theoretical and empirical aspects,and finally draws conclusions and suggestions.Through reviewing the literature and introducing relevant theories in recent years,this paper constructs a theoretical framework of the impact of environmental judicial specialization on green economic efficiency,uses data envelopment model to measure the green economic efficiency of the sample,and combines other statistical data,comprehensively uses multi-period double difference method,heterogeneity analysis and intermediary effect model to conduct empirical tests,Finally,on the basis of the research conclusions,the paper offers three pieces of advice to help environmental justice further promote the development of green economy.The main research conclusions of this paper are as follows: First,comparing the green economic efficiency by region,the eastern region is significantly different from other regions.The static green economic efficiency index of the eastern region is much higher than that of other regions,and only the eastern region continues to rise within the study range.Based on the per capita GDP analysis,the green economic efficiency is related to the economy and local policies.Second,the biggest contribution of the difference in green economic efficiency comes from the western region.However,the difference in green economic efficiency among provinces is gradually narrowing.Third,the policy of environmental judicial specialization has a direct role in promoting the efficiency of green economy,but this role is only significant in the western and central regions.Coincidentally,environmental judicial specialization can further improve the efficiency of green economy by increasing the attention of citizens to environmental justice,and this promotion role is also significant in the western and central regions.Finally,according to the conclusion of this paper,summarize and put forward relevant policy recommendations from three aspects: improving the professional quality of judges,the direction of policy follow-up and continuous improvement,and uniting social forces...
