Research On The Classification And Treatment Of Rural Household Waste In Xiangcheng Town,Xiangyun County

The governance of the rural environment is related to the survival and development of a large number of farmers in China,and the quality of their living environment directly affects the well-being of farmers.In 2022,the amount of garbage produced in rural areas has reached 4.824 billion tons,of which 300 million tons of rural household garbage is increasing year by year.However,less than half of the household garbage has been treated harmlessly,and nearly a quarter of the garbage has not been properly collected and managed.With the continuous development of economy and society,the life of farmers has been greatly improved and improved,at the same time,the amount of rural household garbage is also more and more.In rural areas,the scene of "a gust of wind to fly" still exists in many villages.At present,Xiangcheng Town of Xiangyun County,after the government issued relevant policies,through the "farmer’s delivery-village committee collection-township transport-centralized treatment" governance model to solve part of the management problems of household garbage.Therefore,the study of rural household garbage co-treatment mechanism has certain practical significance for the improvement and improvement of the grass-roots government’s governance ability.Under the background of vigorously advocating ecological,economic and social benefit maximization,there are still many shortcomings in the current rural solid waste management mode in Xiangcheng town.The diversified collaborative governance system is to explore the efficient collaborative governance of rural environment by taking the management of rural solid waste as a typical example.The treatment of domestic garbage is divided into multiple stages,including the pre-classification and delivery stage,the middle stage(classification and collection,transportation stage)and the post-treatment stage.How to reduce the treatment costs of the three stages and effectively improve the utilization rate of resources is the fundamental purpose of the improvement of the collaborative management of environmental governance.After consulting a large number of domestic and foreign relevant literature,The author’s hometown Xiangcheng town is selected as the research object,based on the theory of collaborative governance and sustainable development,and three research methods including literature research,questionnaire survey and interview are adopted to deeply understand the current situation of rural household garbage management in Xiangcheng Town of Xiangyun County.This paper makes an integrated analysis of the problems existing in the three stages of household waste management in Xiangyun County,such as the government’s household waste management means is too single,the multi-component coordination function is not in place,the linkage mechanism has not been formed,the farmers’ participation is not high,and the classification consciousness is not high.Through further research and analysis,it is found that,It found out related factors such as farmers’ lack of initiative and awareness to participate,the government’s inadequate publicity of household garbage classification and co-governance,and the supervision system is still weak,and combined with the cooperative governance system of diversified governance to improve the actual governance of rural areas in Xiangyun County,put forward clear functional positioning of each main body,clear objectives,and construction of diversified collaborative governance.There are four suggestions to follow: strengthening market-oriented cultivation,keeping up with regulation,adopting positive and negative reward and punishment measures,and exchanging rigor and softness with each other.In order to further improve the management of rural household garbage classification in Xiangcheng,suggestions and suggestions are made to improve the management and service of rural household garbage in Xiangcheng.
