With the unprecedented improvement of national marine strategic position and the rapid development of coastal economy,all kinds of marine engineering,such as offshore platform,waterway dredging,ocean bridge and tunnel,are becoming more and more common in modern marine economic production activities.As an important navigation aid facility for safety and economic navigation of vessels,it is a necessary management measure to arrange buoys in construction waters during the construction period of offshore engineering.In order to reduce the risk of serious mistakes in the design of the buoy layout schemes and shorten the period of the scheme design to a certain extent,it is necessary to evaluate the rationality of the buoy layout schemes in the construction waters.However,at present,the qualitative analysis of a particular construction water area is mostly studied,and the quantitative evaluation for all kinds of construction water areas have no applicable methods.Therefore,based on the analysis of the economic,technical,applicability and sustainability influencing factors of buoy layout schemes in construction waters,the evaluation index system is established.In order to overcome the shortcoming of insufficient theory and strong subjectivity in only considering expert opinions and combine the data information in the evaluation indexes of each scheme,A weighting method with the combination of subjective and objective is proposed,and the subjective weight and objective weight are determined based on the rank correlation analysis method and the maximum deviation method respectively.At the same time,propose a dual-objective combination weighting optimization model to determine the optimal combination coefficient and obtain the optimal combination weight,then use ERA to realize information fusion of the qualitative and quantitative indexes.Finally,the comprehensive evaluation steps of the buoy layout schemes in construction waters are determined.Taking four buoy layout schemes in one construction water of the bank revetment as an example,the comprehensive evaluation steps of the buoy layout schemes in construction waters are applied: collecting the data information and expert opinions of the buoy layout schemes,determining the subjective and objective weights,calculating the combined weights,comprehensively evaluating the rationality of the alternative buoy layout schemes in construction waters,selecting the optimal buoy layout scheme,measuring the advantages and disadvantages of the scheme in terms of economic,technical,applicability and sustainability,comparing and analyzing the utility values of the schemes obtained by the three weighting methods of subjective weighting,objective weighting and combined weighting,and the validity and feasibility of the comprehensive evaluation method are verified.The method proposed in this dissertation can provide theoretical support for evaluation and decision-making of buoy layout schemes.
