Based on the background of marine oil spill search and rescue,this paper predicts the total demand of oil spill resources in the accident area,and then determines the inventory of oil spill resources in the reserve warehouse.The main research contents are as follows:1)Combing the basic theory of oil spill resource allocation.This paper defines the category of oil spill and the concept of oil spill resources,analyzes the fluctuation of oil spill resources under the evolution of oil spill events,and then describes the allocation process of oil spill resources from multiple dimensions.2)This paper studies the uncertainty of oil spill resource demand in the accident area under the oil spill incident.Considering the type and quantity of oil spill incident,traffic environment and climate conditions in the sea area,an uncertain demand forecasting model based on wavelet neural network is established to determine the total demand range of oil spill resource in the study area,and a certain sea area in Bohai Sea is taken as an example,Determine the oil spill resource demand for a certain period in the future.3)Considering the oil spill resource demand under the search and rescue of oil spill events,the allocation of the onshore storage warehouse is kept within a reasonable range.In this paper,the total cost of excessive and insufficient oil resource allocation in the accident area under the jurisdiction of the storage warehouse is considered comprehensively in this paper,and the allocation model of oil spillage resources based on continuous information entropy is established,The applicability of the continuous information entropy model is verified by an example,and the sensitivity analysis between the risk preference and the optimal allocation quantity of the decision-maker is carried out.The results show that the prediction model based on wavelet neural network can better predict the number of dangerous situations in a certain period in the accident area in the future,and then determine the total demand of oil spill resources in the accident area;The information entropy model of continuous random variables is applied to solve the allocation of oil spill resources,which has strong stability.In addition,this paper can provide some auxiliary decision-making for the allocation of oil spill resources,so as to improve the management level of regional oil spill resources.
