| At present,China is in a critical stage of development,with the continuous improvement of economic level and the deepening of institutional transformation.However,in the process of economic development and institutional transformation,the social conditions that breed corruption still exist.Especially in the field of mineral resources where power and resources are highly concentrated,"major cases","important cases","nest cases" and "string cases" occur frequently,indicating that China’s anti-corruption struggle has not yet won a complete victory,and the situation is still grim and complex.Therefore,how to deal with corruption in the field of mineral resources has become a practical problem to be concerned and solved in the field of anti-corruption.From a theoretical point of view,the empirical results of the "resource curse" show differentiation.The institutional defect marked by corruption is an important conditional factor for the negative effects of resource endowment.Clarifying the situation of corruption in the field of resources and the relationship between different conditions is very key to understand the diversity of development paths in resource rich areas.The premise of interpretation is to describe that the corruption phenomenon in the mining related field is very complex,and there are deficiencies in the systematicness and depth of the measurement in the existing research.Therefore,firstly,this paper encodes the text of mining related legal cases and constructs first-hand data,in order to describe the current degree of mining related corruption in a multidimensional way;On this basis,explore the influencing factors of the degree of mining related corruption,so as to lay a theoretical foundation for discussing what strategies can be taken in the construction of anti-corruption and clean government,avoiding corruption and reducing the degree of corruption,and finally promote the sound development of China’s mining resources and the overall economy and society.Specifically,based on the systematic review of the existing literature on the description and interpretation of corruption,this paper collects a total of 475 mining related corruption cases in the classic case database published by "Peking University magic weapon network",summarizes and codes their information elements,and finally forms the mining related corruption case database used in the cost study.From the time dimension,the regional dimension,the subject of mine related corruption,the nature of mine related corruption and the degree of mine related corruption,this paper describes the characteristics of the current mine related corruption cases in detail,and summarizes the performance characteristics of mine related corruption.On this basis,according to the previous theory of influencing factors of corruption degree,this paper analyzes the theoretical mechanism of the influence of various factors on the degree of mining related corruption.Combined with the current characteristics of mining related corruption degree,this paper uses multiple linear regression model to empirically test the relationship between various factors and the degree of mining related corruption.This paper also makes a heterogeneity analysis from the two aspects of urban-rural differences and the types of corruption related resources,and discusses the impact of various factors on the degree of mining related corruption under different circumstances.Provide theoretical support for the proposal of policies to control mine related corruption.This paper describes the characteristics and empirical research on the linear relationship of the influencing factors of the degree of mine related corruption,and draws the following main conclusions:(1)on the whole,the number,incubation period and corruption amount of mine related corruption cases are fluctuating and rising,that is,with the economic development and institutional transformation,the degree of mine related corruption is deepening,and the difficulty of governance is also increasing.(2)The ways of mine related corruption are changeable,and the types are mainly bribery corruption.However,in recent years,the number of corruption has a growing trend.Therefore,while cracking down on bribery crimes,we should give consideration to the governance of corruption related to mining.(3)There is a typical trend in the links of mine related corruption,which is mainly concentrated in the links of planning approval and law enforcement supervision.(4)With the aggravation of mine related corruption,the anti mine related corruption is also gradually strengthened,which shows the government’s determination to overcome corruption.(5)Punishing mine related corruption according to law,and accountability for bribery needs to be strengthened.(6)The amount involved in the case of mine related corruption is large and the degree of harm is high.(7)In terms of influence mechanism,the job Department of the subject involved is a state-owned enterprise,the subject involved serves as the leadership core,the mining related corruption in the field of planning approval,the mining related corruption cases with mafia related nature are prone to a high degree of corruption,the job level of the subject involved and the government scale of the region are positively correlated with the degree of mining related corruption.(8)In terms of heterogeneity analysis,compared with mining related corruption in urban areas,the degree of mining related corruption in rural areas will be significantly affected by Mafia related factors.In other words,in rural areas,the degree of corruption related to Mafia and mining is high;In addition,different types of corruption related resources have different effects on the degree of corruption.Through the research,this paper finds that in the corruption of energy resources represented by coal mine,oil and natural gas,high-level officials are more likely to form a high degree of corruption;In the case of construction material mine corruption represented by sand ore mine,low-level officials are more likely to form a high degree of corruption.This paper is not only of great significance for understanding the performance characteristics of the current degree of mine related corruption in China and understanding the role of various dimensional factors in the impact of mine related corruption,but also provides a certain theoretical support for the government to govern the corruption in the field of mine related corruption in the future. |
