safety in production plays a basic role in maintaining the steady development of the national economy,maintaining social stability and improving people’s happiness in life.At present,there are a large number of small and micro industrial enterprises in China,but there are widespread characteristics of small scale,less capital,scattered distribution,less science and technology content,low degree of information,poor management level,weak competitiveness and so on,etc.These constraints lead to small and micro industrial enterprises lack of production safety management concept,or lack of talent and capital,and it is difficult to implement standardized and reasonable production safety management as large production enterprises.At the same time,the government’s supervision system,regulatory personnel’s business ability and experience,professional equipment and other aspects also exist more or less deficiencies and deficiencies.this makes the basic-level government on industrial small micro enterprise safety production supervision of " turning a blind eye","cannot see through don’t understand"," formal pattern" and so on.These problems constantly affect the safety of life and property of workers in small and micro industrial enterprises,restrict the modernization of socialist economy,and are not conducive to maintaining social harmony and stability.As the government and society pay more and more attention to production safety,it is increasingly urgent to plan reasonable and effective government supervision means to guide industrial small and micro enterprises to awaken their safety awareness.This thesis takes J County under the jurisdiction of Ji’an City,Jiangxi Province as the research object,and combined with its own participation in supervision,it finds that the problems of small and micro industrial enterprises in J County,such as unclear identification,inconsistent emergency plan,the mobility of supervision personnel,and the supervision ledger is a formality.After an in-depth analysis of the problem,combined with literature research and comparative research,the industrial causes of the existing problems in the safety production supervision of small and micro industrial enterprises in J County are analyzed.Finally,based on the cases and practices of domestic and foreign cases,countermeasures and suggestions are put forward: establish the department collaborative supervision system,introduce the third-party safety production service system,establish and improve the emergency management system,and improvethe work safety awareness and ability of employees.The government departments actively play a leading role and strengthen the implementation of enterprises’ responsibility for work safety,which is conducive to consolidate the foundation for the supervision of work safety and promote the continuous positive and steady development of work safety situation.
