As an important part of the marine industry,marine fishery is not only related to the economic benefits of the marine industry,but also in line with the country’s social and environmental benefits,and even affects the country’s future marine sustainable development policy.Marine fishery informatization and intelligence have become the research focus of relevant government departments in various regions.In Zhoushan City,Zhejiang Province,there are many problems in the informatization process of marine fishery emergency rescue,such as the small number of fishing boats within the emergency rescue scope of the accident fishing boat,and the excessive amount of data in the analysis of the accident fishing boat or fishing boat behavior in the waters involved.Therefore,this thesis studies the problems in the informatization process of emergency rescue in Zhoushan City,Zhejiang Province,and designs and implements the Zhoushan Smart Sea Fishing Emergency Rescue System.The main research contents are as follows:(1)Aiming at the problem that the number of fishing boats near the accident point is small during emergency rescue due to the scattered operation area of fishing boats in Zhoushan City,an emergency rescue method based on dynamic grouping of fishing boats is proposed.Firstly,three states of fixed,temporary and manual control are designed to manage the fishing boat grouping,and a random forest fishing boat matching algorithm based on similarity distance model is proposed to realize the recommendation of groupable fishing boats in the temporary grouping;The information of fishing boats within 8 nautical miles of the accident point is queried,and then the determination of emergency rescue plan and the planning of search paths for rescue fishing boats are completed.Finally,the simulation experiment results show that the random forest fishing boat matching algorithm based on similarity distance model proposed in this thesis can be recommended in groupable fishing boats.Compared with the traditional matrix model algorithm,the running time is 21.05%faster on average,and the F1 score is increased by 5.98% on average.Compared with the no-marshalling method,the dynamic marshalling method proposed in this thesis has an average increase of 18.4% in the number of fishing boats near the accident point.(2)Aiming at the problem of untimely loading and untimely response of the system due to the excessive amount of trajectory data in the long-term behavior analysis of the accident fishing boat or the fishing boat involved in the sea area,a trajectory compression method based on fishing boat behavior recognition was proposed.Firstly,the relationship between the time,space,speed and direction information in the fishing boat data and the fishing boat behavior is analyzed;secondly,a multi-feature distance model is established based on these information,and the DBSCAN and K-Means algorithms are used to complete the identification of the fishing boat trajectory behavior;then,according to the sub-trajectory data sets of different behaviors of the identified fishing boats,different trajectory compression algorithms are used to complete the compression of the fishing boat trajectory data;finally,the experimental results show that the trajectory compression method based on fishing boat behavior(BSBTC)proposed in this thesis is different from the traditional method.Compared with the trajectory compression method,the trajectory compression rate is effectively reduced,and the average distance error of the compressed trajectory data is also reduced.(3)Designed and implemented the Zhoushan Smart Sea Fishing Emergency Rescue System.Firstly,according to the emergency rescue method based on the dynamic marshalling of fishing boats,the system designs the dynamic marshalling function of fishing boats and the emergency rescue function of fishing boats respectively.According to the proposed trajectory compression method based on fishing boat behavior recognition,the fishing boat trajectory playback function is designed;then,the dynamic grouping,emergency rescue and trajectory playback functions of fishing boats are realized by using Web GIS and visualization technology,which provides convenient management for the operation of the entire emergency rescue system.
