| Environmental impact assessment is an important means to protect the ecological environment.With the development of economy and society,people pay more and more attention to the ecological environment and are more and more eager to participate in environmental impact assessment.Therefore,increasing public participation in environmental impact assessment has become an important issue in environmental regulation.In 2018,the Ministry of Ecology and Environment issued the Measures for Public Participation in Environmental Impact Assessment,which clearly stated that the government encourages citizens and the masses to participate in the environmental impact assessment of planning and projects,and that the public has the responsibility and obligation to participate in the environmental impact assessment of the construction of nearby projects.Meanwhile,public participation in the environmental impact assessment should follow the principles of law,order,openness and convenience.In recent years,local governments have earnestly implemented the Measures for Public Participation in Environmental Impact Assessment,further promoted the reform of government functions,and adopted a series of measures to encourage and support public participation in project environmental impact assessment.However,from the perspective of specific implementation,the public participation in environmental impact assessment varies from place to place.In Aksu,for example,public participation in environmental assessment of local construction projects is not high enough.On the basis of consulting and referring to relevant domestic and foreign literature,this paper sorts out the research context and uses the method of literature review to analyze the environmental impact assessment of construction projects.In addition,from the perspective of the government,using the case study,and XX project of Aksu City was taken as the research object.120 questionnaires were issued and 103 were recovered,the effective recovery rate was 92.2%.Interviewed 6 staff members of relevant departments,and sorted out and summarized relevant data for comprehensive analysis.From the four aspects of system construction,government guidance,citizen quality and the implementation of the main responsibility of the construction unit,the existing problems and reasons in the process of public participation in the environmental impact assessment of construction projects in Aksu area are found out.Finally,on the basis of theory and research exploration,this paper puts forward targeted countermeasures and suggestions,aiming at improving the enthusiasm of the public to participate in the environmental impact assessment of construction projects,bringing more and more possibilities for the public to influence the policy,and effectively improving the level of environmental supervision. |
