| Coal is the fuel for economic development,electricity ensures national economic construction,and coal lays the foundation for electricity supply.The widespread and indispensable nature of the electricity supply determines that any slight reduction will have a serious impact on economic development.When climate factors affect hydroelectric,wind,and solar power generation,the stability of coal-fired generation becomes particularly important and prominent.Whether the coal industry and electricity industry in China can effectively interact and coordinate is related to the healthy development of the national economy.In the uneven process of coal and electricity reform,coal and power enterprises have made diversified attempts.In the deepening stage of reform,all major reforms must be based on legal evidence.In this regard,this article seeks and considers an effective legal guarantee system for the interaction and coordination of the coal industry and electricity industry in the new era from a legal perspective.This article has reviewed and collected literature on coal,electricity,and the contradiction between them both domestically and internationally,in order to understand the current research status and unresolved issues in Chapter 1.This article introduces the current situation of the coal industry and electricity industry and compares the origins of the contradictions between them in Chapter 2.This article provides an in-depth analysis of the contradiction between coal industry and electricity industry.Through the analysis of the legal system of the interaction and coordination of China’s coal industry and electricity industry,the order of the coal and electricity market,medium and long-term contracts for coal,"coal electricity linkage","coal electricity joint venture",the regulation of electricity prices,and the regulatory system,it points out legal issues and shortcomings behind them in chapter 3.This article draws legal insights that can be used for reference from other developed countries and regions in Chapter 4.such as the United Kingdom,the United States,and the European Union.Chapter 5,guided by the two major legal principles of competition and regulation,proposes to issue the Energy law,amend the Electricity Law,the Coal Law,the Antimonopoly Law,and other laws and regulations,improve the legal system of interaction and coordination of the coal industry and electricity industry,standardize market order,unblock the price regulation mechanism,improve the legal norms of joint ventures,strengthen supervision,and strive to provide a legal basis for the interaction and coordination of coal industry and electricity industry in China. |
