Fixed Pricing Research For Electricity Price And Gas Price Of 'Coal To Electricity Project' And 'Coal To Gas Project' In Sichuan Province

As a livelihood project,the Coal to Electricity and Coal to Gas Projects have been vigorously promoted nationwide since 2017.And a goal to complete the Transformation of Small Coal-fired Boilers less than 10 tons of steam within the Year was prepared by Sichuan Province in 2017,and relevant preferential policies such as electricity price,gas price and subsidies for construction and demolition are introduced.Electricity price and natural gas price is used as the research object,the normative analysis,comparative analysis and uncertainty analysis has been adopted in the aspects of price system,price composition and price trend,etc.to interpret electricity price and natural gas price in the Paper.The current situations of development status of energy and that of the Coal to Electricity and Coal to Gas Projects in Sichuan Province,especially the relevant current price status is firstly presented in the Paper.Meanwhile,a price fixing theory is raised out to study the development trend and rationality.Then,the current status of power and natural gas market,and the system and composition of electricity and natural gas pricing in China and Sichuan Province have been analyzed in the Paper,problems have been found out,such as relatively smaller price difference among electricity prices of different voltage levels,big price fluctuation between peaks and valleys,unfavorable for the development of industrial enterprises,unscientific setting standard of various types of electric voltage levels,cross-subsidization of electricity prices,and unreasonable pricing of natural gas,cross-subsidization of natural gas prices,simple classification of natural gas prices,and excessive gas sales terminals,and multiple resale of management rights.Combined with the analysis of the Coal to Electricity and Coal to Gas Projects in our province,it is concluded that the Electric Energy Replacing Electricity Price and Natural Gas Price implemented by Sichuan Province now is far from the original breakeven point of the enterprises,which will cause the rise of production cost of the enterprise.The price reform measures have been proposed,such as establishment of a reasonable pricing of electricity,implementation of a graded voltage policy,a differential electricity price policy and a classified supporting price policy,moderate restriction lifting of grid access options,enhancement of flexibility in power market transactions,establishment of more reasonable natural gas pricing mechanism from the upper,middle and lower reaches,establishment of regional natural gas trading center,development and acceleration of urban pipe network construction,reduction of gas distribution price etc.And it is also proposed to strengthen planning guidance and overall coordination,do a good job in social propaganda and public opinion guidance,and establish multi-dimensional post-projects evaluation mechanisms etc.
