"Iron Man" Going Abroad:The Way Of International Strategic Transformation Of HBIS

With the promulgation and implementation of the State Council’s document"Opinions on Promoting International Cooperation in Production Capacity and Equipment Manufacturing",Chinese enterprises followed the "one belt and one road Initiative" and developed in-depth with international capacity cooperation.Now it is appropriate for Chinese equipment manufacturing industry to "go out" and improve its internationalization level.After more than 30 years of rapid development,Chinese iron and steel industry has become the most mature basic industry in China and one of the most competitive basic industries in the world,which layed a solid foundation for large-scale overseas expansion of manufacturing.Chinese General Secretary Xi pointed out that the state-owned enterprises should be made an important force in the implementation of the "going out" and the "one belt and one road Initiative" construction at the conference of national state-owned enterprise party building.HBIS Group,founded in 2008,is one of the most representative state-owned steel companies in China.In the transforming process of "The biggest in China and the biggest in the world" to "The strongest in China and the strongest in the world",HBIS Group has clearly defined its international strategic way and proposed the strategic goal of building "the world’s most competitive steel company",which has become a successful model for local state-owned steel companies in the new era in transforming their development thinking,deeply participating in international competition,and leading local companies to integrate into the national strategy.Its business achievements fully implemented the practical application of the theory of international strategic transformation and became the "Iron Man" of Chinese enterprises going to the world successfully.This case mainly describes the international strategic transformation process of HBIS Group in accelerating its integration into the international capital and factor market,promoting the global layout of industrial chain,actively participating in the global resource allocation,and strive to move towards "world-class steel enterprises".Based on the analysis tools of strategic management,strategic transformation,strategic management,the theory of international strategy and the perspective of strategic management and international operation,this paper discusses the background,the motivation,each step and the result of the international strategic transformation,it also analyses which mode it chooses to implement the international strategy,and which way to enter the international market.The name card of"one belt,one road","gold card" and the "model project" of international capacity cooperation are interpreted by HBIS.It is a successful exploration and practice of the strategic transformation of local iron and steel enterprises under the new normal economy.
