Study On The Relationship Between Behavioural Public Policy,Political Network Embeddness And Public Pro-environmental Behaviour

The pollution behaviour caused by the unsustainable living consumption pattern adopted by the public has become the main source of environmental problems.However,traditional public policy follows the logic of economic human nature-punitive or rewarding incentive design,ignores the limited rationality of the individual public,which makes it impossible to achieve quality policy results in the environmental field where the market is failing.Behavioural public policy with behavioural science twist offers the public sector a new way of thinking about policy design.However,the public’s inherently contradictory attributes will affect the efficiency of achieving policy goals to some extent.Therefore,the public sector tries to find some auxiliary means to help the behavioral public policy to give full play to its effectiveness.In this cross-level dynamic interaction process,political network embeddedness as a two-way communication channel between the public sector and the public,which enhances public pro-environmental behaviour while also helping behavioural public policy to achieve optimal policy behavioural effects.Based on this,this dissertation explores the mechanisms by which the public sector’s behavioural public policy and political network embeddness influence public pro-environmental behaviour in a localised Chinese context,and analyses the moderating role of political network embeddness in the relationship between behavioural public policy and public pro-environmental behaviour.Finally,the empirical study confirms that both behavioural public policy and political network embeddness positively influence public pro-environmental behaviour,and that political network embeddness also has a moderating role in the relationship between behavioural public policy and public proenvironmental behaviour.Specifically,the analysis of the 305 survey data obtained revealed that the cognitive-boosted and social-nudged behavioural public policy have a significant positive effect on public pro-environmental behaviour.In the case of political network embeddness,it improves the level of public pro-environmental behaviour while improving individual psychological and behavioural biases,thus amplifying the positive effect of cognitive-boosted behavioural public policy,but weakening the postive impact of social-nudged behavioural public policy designed on the basis of individual cognitive deficiencies.The above findings provide theoretical support for the public pro-environmental behaviour promotion,enrich the study of behavioural public policy and political network embeddness in the environmental field,and provide policy reference for government environmental governance.
