With the opening and development of coastal areas,the marine economy has become a new growth point for China’s economic development.However,as the marine economy rapidly develops,various island development activities have intensified,and destructive island development patterns such as land reclamation and island destruction have become mainstream.This has resulted in the destruction and threat to the island’s ecosystem,causing many ecological problems.For a long time,island fishing villages have faced the dilemma of development and protection.How to develop the land and oceans of island fishing villages,make full use of natural resources,coordinate the relationship between development and protection,and achieve a “moderate development and orderly utilization” situation is an urgent issue that needs to be addressed in the process of island fishing and farming area development effectively and reasonably.Ecological compensation,as an environmental policy to prevent ecological damage and advance the healthy development of ecosystems,is a significant means to achieve coordinated development between regional economic development and ecological protection.However,the natural resources administrative department responsible for overall management has not yet established a complete ecological compensation system for the development and utilization of island fishing villages,and research on compensation for ecological damage to islands is relatively lacking.Based on the research on ecological compensation and ecological damage compensation at home and abroad,this thesis defines the relevant concepts of ecological damage compensation for island fishing village development,and constructs the ecological damage assessment method for island fishing village development by learning from land and marine ecological compensation methods,combining public goods theory,externality theory,ecological environmental value theory,sustainable development theory.Taking the expansion project of A Shipyard in Liuheng Town of Zhoushan City as an example,this thesis discusses the application of the established ecological damage assessment method in the formulation of ecological damage compensation standards for island fishing village development,and provides technical support for further ecological damage compensation for island fishing and rural development at different scales.The results indicate that the ecological damage assessment method based on ecosystem service value can be well applied to the formulation of ecological damage compensation standards for island fishing village development.Based on this,establishing a corresponding ecological compensation mechanism for island fishing village areas,requiring the responsible party for ecological damage to bear the cost of ecological damage,can effectively strengthen the government and relevant enterprises’ awareness of protecting island fishing village resources and environment,re-evaluate the advantages and disadvantages of island fishing village development process,avoid excessive and blind development of island resources,and achieve effective allocation of island resources.The relevant ecological damage assessment methods have the characteristics of easy operation and low cost,which can provide a new approach for ecological damage assessment and compensation research in existing island development,coastal development,and other fields.
