Along with the rapid development of Chinese economy and the further standardization of labor market,the labor market has formed a new form of labor dispatching.After several stages of development,labor dispatch,a new employment mode,has been used by more and more enterprises,especially state-owned enterprises,with its characteristics of low labor cost and high flexibility.At present,in our country’s enterprise employment model,labor dispatching has been universal.The existence of labor dispatched employees also has its particularity.There are often many problems in the implementation and management process of labor enterprises,among which effective incentive for labor dispatched employees is currently a prominent and intractable problem.The WQ oil production plant studied in this paper currently has more than 2000 grass-roots labor dispatched employees.Influenced by the state-owned enterprise system,the oil production plant fails to keep up with the pace of enterprise reform and human resource management development in the management and incentive ideas of labor dispatched employees.The construction of incentive system is not reasonable,and the implementation of the system is not practical.As a result,the grass-roots labor dispatch employees’ passive slowdown phenomenon is more common,and their enthusiasm and initiative for work need to be improved.Based on the current situation of WQ oil production plant’s incentive for grass-roots labor dispatched employees,this paper analyzed and found that grass-roots labor dispatched employees are generally not satisfied with the existing incentive system through a secondary questionnaire survey.The reasons are analyzed.This paper analyzes the problems existing in the incentive system of oil production plant based on the relevant incentive theories(Maslow’s demand theory,comprehensive incentive theory and Adams’ equity theory).According to the analysis,WQ oil production plant has some problems in the aspects of fair incentive,respect incentive and career development incentive.In this regard,this paper believes that WQ oil production plant should mainly take some improvement incentive measures in the above three incentive factors to motivate the dispatched employees.By WQ production plant of the optimization design and improvement of the existing incentive system,the author hopes the production plant can create a good incentive environment where the scientific and reasonable grass-roots labor dispatch staff incentive system,and the optimization of the related security measures can be improved at the same time to increase the labor dispatching employees sense of responsibility,and fully mobilize the labor dispatch staff’s work enthusiasm.In this way,the production efficiency of labor dispatched employees can be improved and their enthusiasm for work increased.What’s more,the sense of belonging and loyalty of labor dispatched employees to the oil production plant can be further strengthened and they can contribute to the production of the oil production plant.The purpose of this study is to research on the optimization design and perfect the incentive system,so that after the implementation in the plant,the gap between the labor dispatching employees at the grass-roots level and the formal employees could reduce,while the dispatched employees can improve their sense of belonging and respect and widen guide personnel promotion channel,thus enhancing the incentive impact on the grass-roots labor dispatching employees.
