Study On The Legislative Protection Of Intangible Cultural Heritage Of Mongolian Costumes In Tongliao

Intangible cultural heritage is an important component of China’s excellent traditional culture,a people-oriented living cultural heritage,a precious and valuable cultural information resource,and a true witness to history,building a colorful Chinese civilization.In 2008,Mongols costumes were included in the second batch of national intangible cultural heritage lists.The importance and urgency of their protection is self-evident,and a multi-level legal protection pattern at the national,autonomous region and municipal levels has been established.Based on the regional protection of Tongliao City,this paper combs the historical development of Mongols costumes,investigates and analyzes the current situation and existing problems of protection,development and utilization,and deeply feels the importance and necessity of targeted legislative protection.It is hoped that the completion of this paper can bring new theoretical enlightenment and legal support for the protection and development of the intangible cultural heritage of Mongols costumes.This article is structured as an introduction and four chapters:The first chapter is the basic theory of intangible cultural heritage of Mongols costumes in Tongliao City.Through tracing the historical development process of Mongols costumes and Mongols costumes in Tongliao City,this paper discusses the connotation extension of Mongols costumes in Tongliao City,and explains the practical significance of the legislative protection of Mongols costumes’ intangible cultural heritage in Tongliao City.The second chapter is the current situation and existing problems of Mongols clothing protection in Tongliao City.Taking the actual status quo of Mongols costumes in Tongliao City and the legal status quo of Mongols costumes intangible cultural heritage protection in Tongliao City as the starting point,this paper deeply analyzes the problems that need to be solved in the legal protection of Mongols costumes in Tongliao City.Chapter Three draws on the experience of legal protection of intangible cultural heritage.The Regulations on the Protection of Costumes in Chuxiong Yi Autonomous Prefecture of Yunnan Province and the Regulations on the Protection of Ethnic Folk Culture in Jingning She Autonomous County are cited to summarize the experience of protecting the intangible cultural heritage of costumes from the two regulations,and further summarize the enlightenment for the legislative protection of Mongols costumes in Tongliao City.Chapter IV Legislative suggestions on the Regulations of Tongliao City on the Protection of Intangible Cultural Heritage of Mongols Costumes.This chapter discusses the general principles of protection,inheritance system,public participation system,and rational development system,and puts forward the preliminary design ideas for the Regulations on the Protection of Intangible Cultural Heritage of Mongols Costumes in Tongliao City.
