| In recent years,Chinese government has achieved remarkable results in ecological governance,effectively alleviating the ecological pressure caused by environmental pollution,but with the development of industrialization and urbanization,air pollution is becoming more and more serious,and the physical and mental health of the people and the economic development and stability of the whole society are affected.Effective prevention and control of air pollution is not only a realistic need to meet the people’s needs for a better life,but also an important guarantee to realize the modernization of our governance system and governance capacity.The diffuse nature of air pollution makes the power of a single local government alone far from sufficient,and its effective prevention and control must rely on horizontal inter-governmental cooperation among local governments to complete.This paper explains the basic concepts of air pollution,air pollution prevention and control,horizontal relationship among local governments and horizontal intergovernmental cooperation,and analyzes the necessity of horizontal inter-governmental cooperation in air pollution prevention and control,the key areas of cooperation and the ways of cooperation.On the basis of collaborative governance theory,game theory and collective action theory,the current situation of air pollution prevention and control in Beijing-Tianjin-Hebei region and Guangdong-Hong Kong-Macao-Great Bay Area in China is examined and analyzed.Although the governments in China have achieved initial results in air pollution prevention and control,there are still problems such as low level of cooperation,limited policy coordination,limited binding cooperation agreement and insufficient stability of cooperation,and the effect of horizontal inter-governmental cooperation in China is not satisfactory.The local governmental philosophy,the horizontal inter-governmental cooperation system and regulations that are out of touch with the reality,the rigid administrative system and the immature cooperation and coordination mechanism are the deep-seated reasons for the poor effect of horizontal inter-governmental cooperation in air pollution prevention and control in China.In view of the specific problems and causes,and taking into account China’s national conditions and relevant experiences,we propose countermeasures to optimize the horizontal intergovernmental cooperation in China’s air pollution prevention and control in four directions,including the optimization of the cooperation concept,the improvement of the system and regulations,the change of the management system and the improvement of the coordination mechanism,so that local governments can promote the sustainable and effective air pollution prevention and control in China through more in-depth and orderly horizontal inter-governmental cooperation. |
