Research On The Formation And Function Logic Of The Central Ecological Environmental Protection Inspection

As an innovation of governance form in the field of environment in our country,the central ecological environmental protection inspection has greatly improved the performance of environmental governance since its implementation,and has achieved the effect of "praise from the common people,affirmation from the central government,local support and problem solving".It is of great significance to promote the modernization of environmental governance system and governance ability in China.Based on grounded theory,this paper constructs an analytical framework of "political potential energyadjustment efficiency" on the basis of analyzing and studying the text materials and cases of central environmental protection inspection,and makes an exploratory study on the generation logic and function logic of central environmental protection inspection.According to the generation logic of the central ecological environmental protection inspection,its generation process is the result of political potential energy.First,the brewing trend.Since the 18th National Congress of the Communist Party of China,the Party’s important conference documents have repeatedly mentioned environmental protection construction and shaped environmental discourse.The top leaders attach great importance to it,creating a trend for the implementation of the central environmental protection inspection.The second is to construct power.From the point of view of the issuing unit,the relevant documents of the central ecological environmental protection inspection mostly take the form of joint issuance of documents by the Party and the government,which endows the policy implementation with higher political rank and political significance.From the point of view of the leading organization,the central ecological environmental protection inspection leading group directly led by the Party has been established,with the help of the authority of the Party to "promote at a high level";The third is propaganda.Before and during the implementation of the central ecological and environmental protection inspection,publicity and education are carried out through media public opinion and propaganda organizations of Party committees at all levels to release political signals and attract the attention of governments at all levels and society.The fourth is to form a set of cognition.The party and government system will form a consensus on the concept of the central environmental protection inspection through learning the spirit of relevant environmental protection meetings and speeches.Finally,the central ecological environmental protection inspection team will be established to embed the practice of local ecological environmental governance and formally launch the environmental protection inspection work.According to the function logic of the central ecological environmental protection inspection,its operation process lies in the realization of the organization adjustment to the inspection place with the help of the central ecological environmental protection inspection group,and the adjustment efficiency has been produced.From the perspective of the organization,the central ecological and environmental protection inspection team gathers local attention through pre-inspection and mobilization,so as to make the goals of the central government and local governments in the field of environmental governance consistent.In the inspection,through individual conversation,sinking grass-roots and other means of inspection to reduce information asymmetry,reduce the ambiguity of information transmission between levels.By examining the environmental protection responsibility of the local "party and government with responsibility" and "one post and two responsibilities"and the form of accountability for environmental dereliction of duty,the local party and government environmental protection rights and responsibilities structure will be reconstructed.Finally,with the help of its own political potential energy,the environmental protection inspection team promoted the establishment of a central environmental protection inspection team and a rectification team to realize the integration of environmental protection resources.From the outside of the organization,the central ecological and environmental protection inspection team uses the form of complaint reporting to absorb information horizontally and integrate social forces.In a word,the central ecological and environmental protection inspection has realized the adjustment of the central-local relationship,the party-government relationship,the inter-governmental relationship and the government-society relationship in the environmental field through the establishment of the inspection team.Finally,in view of the short-term governance means and effect in the implementation of the central ecological environmental protection inspection,and the elimination of local movement-style response and accountability,the following suggestions are put forward.It is necessary to promote the connection between the application of political potential energy and conventional governance,stimulate the endogenous power of local government’s green development,and perfect the accountability supervision system of the central environmental protection inspection.
