| Since the industrial revolution,the impact of human activities on climate has been increasing,especially in the process of fuel combustion,industrial emissions and traffic emissions,which have produced a large number of greenhouse gases and air pollutants affecting the composition of the atmosphere,causing serious threats to people’s production,life and health,and becoming a major livelihood issue.As one of the old industrial bases in Northeast China,Heilongjiang Province has long been facing the problem of unreasonable energy use.In order to cope with the"double carbon"target and the task of air pollutant emission reduction,it is important to carry out research on the synergistic effect of air pollutant and greenhouse gas emission reduction,so that air pollution and greenhouse gas emission reduction can be more economically and effectively improved.Environmental quality has become the top priority of environmental protection in Heilongjiang Province.This paper takes Heilongjiang province as the research object,firstly defines the meaning of air pollutant and greenhouse gas synergistic emission reduction,and quantifies the factors influencing air pollutant(SO2,NOx,PM10)and greenhouse gas(CO2)emissions from energy consumption by constructing an extended STIRPAT model combined with ridge regression analysis,then combines scenario analysis,synergistic effect coordinate system analysis and elasticity coefficient analysis.and elasticity coefficients,in order to provide a theoretical basis for the reduction of air pollutants and greenhouse gases,and to achieve the energy saving and emission reduction targets and the"double carbon"target of Heilongjiang Province in the 14th Five-Year Plan.The study provides targeted recommendations.The main conclusions are as follows:(1)In the analysis of influencing factors,energy consumption intensity has the most significant impact on SO2emissions,with each 1%increase in energy consumption intensity leading to a 0.942%increase in SO2emissions;the highest effect on NOXand PM10emissions is due to the proportion of secondary production,with each1%increase in NOXemissions leading to a 0.697%increase in NOXemissions and a0.910%increase in PM10emissions;and the highest effect on CO2emissions.The largest effect on CO2emissions is on GDP per capita,and for every 1%increase in GDP per capita,CO2emissions increase by 0.364%.(2)The synergistic effect of the overall air pollutant and CO2emission reduction was obtained by the coordinate system analysis method of"pollution reduction and carbon reduction",and the results showed that the policy scenario could not achieve the synergistic emission reduction of air pollutant and CO2;the economic development control scenario could effectively achieve the synergistic emission reduction,in which the GDP per capita regulation had the most obvious effect on CO2emission reduction.The effect of GDP per capita regulation on CO2reduction is the most obvious.(3)According to the elasticity coefficient analysis of the synergistic effect of"pollution reduction and carbon reduction",ELS(SO2/GHG),ELS(NOX/GHG)and ELS(PM10/GHG)are all closest to 1 in the GDP per capita control scenario,indicating that the synergistic emission reduction of SO2,NOXand PM10can be achieved most effectively in this scenario.synergistic emission reduction.(4)Finally,the policy recommendations for the synergistic emission reduction of air pollutants and greenhouse gases in Heilongjiang Province during the"14th Five-Year Plan"are proposed.The main suggestions are to effectively regulate the GDP growth rate,reduce energy consumption per unit of GDP,improve relevant policies and measures,form a policy environment for collaborative emission reduction,and ensure financial investment in environmental protection. |
