From the big data strategy to the "Internet plus" model,and then to the construction of a digital power,in the digital wave,China’s economy has achieved rapid development by virtue of the superposition effect and multiplication effect of digital technology,and the level of digital economy has ranked the forefront of the world.By 2021,the scale of China’s digital economy has reached 45.5 trillion yuan,with a year-on-year growth of 16.2%.Digitalization has gradually become a new driving force for social development.In the past long time,although China has achieved rapid economic growth under extensive development,the ecological environment has been severely damaged,and the demand for improving the environment by the government and the public has become increasingly urgent.The concept of sustainable development,the construction of a "two oriented" society in harmony with nature,the concept of green development,and the most hotly discussed "dual carbon goal" proposed by the Party and government since the 16 th National Congress of the Communist Party of China have clearly demonstrated to the Chinese people and the world China’s determination to build ecological civilization and achieve green transformation.Under the dual pressure of environmental protection and economic development,green technological innovation,which combines environmental protection,energy conservation,and economic functions,has become a key force in fulfilling this mission.The "14th Five Year Plan" also indicates that it is necessary to promote the market-oriented construction of the green technology innovation system.In view of this,this thesis uses green technology innovation theory,human capital theory,industrial structure theory,sustainable development theory,and the Porter hypothesis as the theoretical basis,selects panel data from 30 provinces(excluding Tibet)in China from 2011 to 2020 as research samples,and establishes an econometric model to analyze the impact of the digital economy on green technology innovation and its transmission path.The research finds that:(1)the digital economy has a positive impact on green technology innovation;(2)This positive effect of the digital economy is mainly achieved through two intermediate channels: improving the skill quality of the labor force and optimizing the industrial structure;(3)Under strict environmental regulation policies,the cost of pollution control has squeezed innovative capital and weakened the driving role of the digital economy;(4)Regional heterogeneity shows that for the western region,which is an imitator of green technology innovation,the promotion role of the digital economy is more obvious.The policy recommendations proposed in this thesis are as follows: First,improve digital infrastructure,promote the construction of "two modernizations",and enhance the enabling effect of the digital economy on green technology innovation.Second,strengthen financial support and digital investment in education,improve the talent introduction management system,and cultivate professional talents for green technology innovation.Third,continue to promote the modernization of the industrial structure,promote the intelligent transformation of traditional industries,focus on cultivating emerging high-end and sophisticated industries,and enhance the advanced level of the industry.Fourth,adopt flexible environmental regulation policies based on the characteristics of different industries,give full play to the entrepreneurial spirit of technological innovation,and stimulate the "Potter effect" of environmental regulation.Fifth,increase assistance for the development of the digital economy in the western region and narrow the spatial gap in the development of the digital economy.
