Research On The Performance Of Government Functions In The Transformation And Upgrading Of Coal Industry In Linfen City

In the current development stage of China,the pillar of economic development of most resource-based small and medium-sized cities is still coal industry.Coal industry is the first major plate of China’s basic energy,which not only stabilizes the national energy supply,but also drives China’s economic development.As typical of the traditional industry in our country,since the founding of new China has experienced more than half a century of development,from difficult and weak to a stable and mature,but in its development at the same time also inevitably appear the development of excess capacity,industry structural contradiction,unsustainable issues such as sustainable development,to a certain extent,affected the long-term stable development of economy,Therefore,only through transformation and upgrading can the coal industry calmly meet the challenges and achieve healthy development.Linfen city is a traditional large coal city in China.For a long time,it has been thriving and trapped by coal.Unswervingly taking the road of industrial transformation is the correct direction to get out of the predicament and develop.In this transition process,the government’s macro-control is the most important.In other words,the performance of government functions determines whether the industry can successfully transform.Therefore,it is very necessary to study the performance of government functions in the process of traditional industry transformation.This paper takes the performance of government functions in the transformation and upgrading of Linfen coal industry as the research object.It first expounds relevant concepts and theoretical basis,and then simply introduces the basic situation of Linfen coal industry,analyzes the predicament of industrial development.Based on the theory of public management,the paper analyzes the function positioning and function performance of Linfen government in promoting the transformation and upgrading of traditional industries.In order to understand the problems existing in the performance of government functions,a questionnaire survey was conducted among the leaders of 110 coal mining enterprises in Linfen city,and interviews were conducted with officials of government departments and relevant personnel of the association.Based on the results of questionnaire data and interviews,this paper analyzes the problems and causes in the performance of government functions in the process of promoting transformation and modernization from the aspects of government policy support system,coordination mechanism of functional departments,public service system,professionals and industry associations.Finally,the transformation from a perfect policy system,straighten out the coal management system,the construction of coal talents highland,strengthening the government service function,give full play to the role in five aspects,such as coal mining association puts forward some Suggestions of optimizing the functions of the government,in order to further promote coal industry transformation and upgrading of linfen provides a theoretical reference and experience of these can provide reference for similar areas in China,It will promote the coal industry of resource-based cities to embark on the road of high-quality transformation and development.
