| At the 75th session of the United Nations General Assembly in 2020,China pledged to the world to strive to achieve carbon peak by 2030 and achieve carbon neutrality by 2060,referred to as the "double carbon" strategic goal.The government work report of the 2021 National Two Sessions clearly proposes to do a solid job in completing the work of the"double carbon" strategy.Carbon refers to carbon dioxide,especially carbon dioxide produced by human beings in production and life,while neutralization refers to the offset of positive and negative carbon dioxide release and absorption,and peak refers to the historical peak of total carbon dioxide emission at a certain point in time.Before the international social and economic development at the expense of mostly at the expense of the ecology of natural environment for the growth of the economy,a lot of carbon dioxide emissions in recent years,the world looked to the nature,causes the earth’s ecological environment has become increasingly severe caused a lot of natural disasters,so the international community to alleviate the pressure of the ecological environment and put forward the strategic goal of"double carbon".The majority of our energy structure is coal resources,oil and gas resources are low.If we want to achieve the double carbon target,we must adjust the industry and energy structure,and reduce the use of fossil energy as much as possible,but this transition will certainly have a significant impact on the economic development and residents’ way of life.For the convenience of narration,the definition and description of carbon peak and carbon neutrality are replaced by the term"double carbon" in this paper.In order to respond to the national "double carbon" strategic development goal and actively promote the optimization,upgrading and transformation of the group’s industrial structure,Sinopec Group has initially formulated a strategic plan for large-scale production of clean fossil energy and adopted all technical means to reduce the carbon emissions of fossil energy.In addition,Sinopec Group has also formulated the ultimate development goal of net zero carbon emissions,striving to reach the strategic goal of carbon peak 10 years ahead of the national expectation,and achieve the "double carbon" goal in 2050.Since the 13th 5-year plan,J oilfield has implemented the requirements of Sinopec Group for ecological civilization construction,raised green and low carbon into the company’ s development strategy,actively controlled greenhouse gas emissions,and achieved remarkable results in carbon emission reduction.J oilfield has made a detailed and clear development plan for the carbon neutralization goal,in which direct wind power supply is an important project in the planning of J oilfield to achieve carbon neutralization.This study takes the wind power direct supply project of J Oilfield as the research object,and focuses on the feasibility analysis and research of the project.This research is divided into five chapters.The first and second chapters focus on the background,significance,research theory and research method of this research,and introduce the specific content of the feasibility study of this project according to the feasibility study and project management theory.This paper introduces the economic and social significance of the direct supply of wind power in the oilfield from the perspective of market and enterprise.The third and fourth chapters respectively introduce the project management theory and feasibility study principle,and use PEST tool to analyze the policy,economy,society and technology of the project in the process of analyzing and studying the feasibility of the direct supply of wind power in the oilfield,and design the construction scheme for the project according to the analysis and research results.Moreover,it analyzes the possible policy risks,social stability risks,economic risks,technical risks and other aspects of the project construction,and preliminarily considers the control measures to deal with these risks. |
