Study On Governance Optimization Of Low-speed Electrical Vehicles In S County Based On KANO Model

With the increasing travel demand of people in S County,low-speed electric vehicles has been rapidly popularized with their affordability and convenience.However,the lack of mandatory technical specifications cause some quality concerns,coupled with some drivers’ weak safety awareness and disregard of traffic laws,lead to traffic disorders happen frequently.In view of existing issues,S county carried out several special actions,remarkable results was achieved during these operations,but all kinds of traffic chaos bounced back afterwards,some citizens hold negative view to the management actions due to the poor effect,all these indicate that the management of low-speed electric vehicles needs to be optimized..The paper adopts literature analysis,questionnaire survey and quantitative analysis method.Firstly,a small scale survey was conducted to obtain the opinions of citizens and relevant staff.Secondly,according to the existing public satisfaction index system constructed by scholars,the questionnaire index of this survey was constructed,then the public satisfaction questionnaire and KANO model questionnaire were designed and carried out.Governance issues and public expectation were preliminary summarized by descriptive analysis and results evaluation of public satisfaction questionnaire.By the Better-Worse coefficient calculation and quarterback diagram analysis of KANO model questionnaire,issues and citizens expectations were summed up and optimal sequence was determined.Finally,it concludes that there are some issues in the governance,such as absence of compulsory safe driving training,lagging development of public travel system,lack of sport-style governance,insufficient attention to citizens’ opinions,and citizens’ expectations on setting up transition period and registration of existing vehicles.Finally,according to the analysis results,the policy optimization suggestions are put forward.
