Climate change is a major global environmental problem,which affects the sustainable development of the social economy and the long-term survival of human beings.Controlling the emission of carbon dioxide and other greenhouse gases is the focus of tackling climate change,which has been attached to great importance by all countries in the world.As the world’s largest carbon emitter,China attaches great importance to carbon management and has formulated a large number of policy documents and adopted a series of carbon management actions to address the climate change.The government is the leader in the carbon management.It takes legal,administrative and economic measures to guide enterprises to a low-carbon production and residents to a low-carbon life,and then controls regional carbon emissions.The performance evaluation of regional carbon management provides reference and basis for government carbon management,and is of great significance for improving regional low-carbon construction level and promoting regional coordinated development.Based on the definition of regional carbon management and related theories,this paper analyzes the Chinese government’s carbon management policy documents by using content analysis method,identifies the main objectives and tasks of carbon management,selects quantitative indicators according to specific policies and measures under the tasks,and constructs the carbon management evaluation index system.A carbon management performance evaluation model was constructed by integrating rough set conditional entropy(CERS)and Technique for Order Preference by Similarity to an Ideal Solution(TOPSIS).The model was used to evaluate the overall and task dimensions performance of carbon management in eight regions of China in 2019,and the Theil index was used to analyze the regional performance differences.The following conclusions are drawn from the study: first,overall,China’s regional carbon management performance presents three levels: the eastern coastal region,the Northern coastal region,the Southern coastal region and the Southwest region are at the first level,the middle reaches of the Yellow River,the middle reaches of the Yangtze River and the Northeast region are at the second level,and the Northwest region is at the third level.Second,from the task dimension,there are three types of regional carbon management performance in China: overall advanced,uncoordinated and overall lagging.The Southern coastal region is overall advanced,and the performance values of all dimensions are better.The Eastern coast,the Northern coast,the middle reaches of the Yellow River,the middle reaches of the Yangtze River,the Southwest region and the Northeast region are not coordinated,and the performance values of individual task dimensions are higher or lower.Northwest region is the overall lag type,and the performance values of each task dimension are low.Third,in terms of spatial differences,the differences in China’s carbon management performance are mainly caused by regional differences.The overall difference of carbon management performance of the eight regions is as follows: increasing carbon sink >optimizing energy structure > controlling carbon emissions from non-energy activities > energy saving and energy efficiency > upgrading industrial structure.Fourth,from the perspective of regional coordinated development,the overall level of China’s regional carbon management performance is low,and the regional differences are large.The Northwest region is a key region to improve the overall performance of China’s carbon management and promote regional low-carbon coordinated development.Finally,based on the evaluation analysis results,this paper puts forward relevant suggestions in order to improve the regional carbon management performance and regional low-carbon construction level,and promote the coordinated development of regional low-carbon.
