Study On Predicament And Countermeasures Of Environmental Protection Supervision In Pudong New Area Of Shanghai

Since the reform and opening up,China’s economic construction has made great progress,has become the world’s second largest economy.With the rapid economic development,a series of environmental problems have arisen.In recent years,the state attaches great importance to environmental protection and has issued a series of laws and regulations related to environmental supervision.In the general debate of the75 th SESSION of the United Nations General Assembly held in September 2020,General Secretary Xi Jinping proposed that: in the next 50 years,reducing carbon emissions will become an important task of China’s environmental protection work.We will strive to reach the peak of carbon dioxide emissions in 20 years and achieve carbon neutrality in less than 30 years.The proposal of carbon peak and carbon neutral targets is not only in line with the goal of global low-carbon and sustainable development,but also reflects China’s responsibility as a major country.It also marks the start of a new round of energy revolution and the "countdown" to the transformation and upgrading of China’s economic development model.In order to achieve the goal of a beautiful China,it is necessary to ensure the effective implementation of China’s carbon peak and carbon neutrality goals,which means that the country has put forward more stringent requirements on environmental ecology,and the ability and effectiveness of local government environmental supervision will directly affect the effect of national ecological environmental protection.On the basis of the current environmental monitoring research,based on the government in the main status and role in the environmental monitoring,pudong new area in Shanghai environmental monitoring as the research object,using the methods of literature analysis,questionnaire investigation,government regulation theory,the polycentric governance theory,and the theory of sustainable development to the present situation and the analysis of existing problems,The aim is to open up new ideas for the environmental supervision of Pudong New Area and provide reference for the pudong government to improve the level of environmental supervision.First of all,this paper introduces the current situation of environmental supervision in Pudong New Area from three aspects: the establishment of environmental supervision institutions,the status quo of policies and the means of supervision,and confirms the achievements made in the process of environmental supervision.Secondly,by referring to relevant literature in Pudong and issuing questionnaires,four problems in environmental supervision in Pudong New Area are found and summarized: attaching importance to urban areas and ignoring suburbs in supervision area;The main body of supervision is government supervision,the main body is single;Multiple environmental supervision law enforcement,supervision system is not perfect;Supervision capacity is weak and hardware facilities are not perfect.Thirdly,in view of the problems found,the main reasons are: the government attaches too much importance to economic development and neglects environmental protection;There are few channels for the public to participate in environmental regulation and lack of corresponding guidance;The powers and responsibilities between regulatory departments are not clear and cannot be effectively linked;The investment in environmental protection is low,and the supervision quality of personnel is weak.Finally,the countermeasures of optimizing environmental supervision are put forward:strengthening regional overall management,perfecting supporting facilities and strengthening comprehensive supervision in suburbs;We will encourage diverse regulatory bodies to participate,clarify the channels and methods for participation,and encourage the public to exercise self-oversight and participate in decision-making.Promote vertical management of environmental regulation,implement accountability system for regulatory results and incorporate it into performance appraisal;Strengthen the investment of grassroots environmental protection funds,pay attention to the training of environmental supervision personnel.
