Today,in the process of promoting the reform of administrative organizations and functions,the Chinese government continues to promote the reform of administrative system,deepen the simplification of administration and decentralization,and delegate more administrative examination and approval power,which makes the responsibilities of grass-roots organs and institutions in all aspects increase rapidly.On the premise that the total staffing remains unchanged,the unit recruits personnel to ensure the smooth development of various work and the normal operation of the organization.However,at present,there are many phenomena in the management of non staff personnel,such as random entry and exit of talents,excessive mobility,insufficient labor enthusiasm,non-standard management methods,emphasizing the use of talents rather than training,which is not conducive to the sustainable development of national public management institutions in the future.Therefore,the study of non staff employment management is more meaningful.Taking the ecological Bureau of Qiongzhong County as a case study,this study conducted investigation and analysis,data collection and in-depth interviews on the current situation of the management of non staff personnel in the unit,and found out the main problems existing in the management and use of non staff personnel in the unit,including chaotic system construction,simple access procedures,hidden dangers in employment,employers’ neglect Low work enthusiasm.Through in-depth analysis of the causes of these problems,in view of the existing problems,combined with literature method,case analysis method,interview method and other research methods,this paper explores a new direction to optimize the management of non staff employment,and puts forward countermeasures and suggestions from the perspectives of system construction,organization and Implementation and employees themselves,hoping to help Qiongzhong County Ecological Bureau improve employment efficiency and public service level,Establish a working team to meet the needs of the masses.When the state and local governments have not formed a unified management system for the management of non staff personnel,improving the management of non staff employment is an important part of the formation of the system in the future,which also makes this study of practical significance.
