For a long time,the excessive emission of carbon dioxide has caused changes in the climate and environment,posing a huge threat to the sustainable development of the economy and society.In order to reduce carbon dioxide emissions,the carbon emission trading system(referred to as carbon trading)has received more and more attention and wide application around the world,and has gradually become one of the important means for countries to deal with climate change.As a major carbon dioxide emitter,China faces enormous pressure to reduce emissions.Since 2011,China has begun to build a Chinese carbon trading market.However,due to its late start,China’s carbon trading market lacks institutional unity and is not yet mature.In this context,the allocation of regional carbon emission quotas lacks dynamic,rationality and scientificity.In addition,a reasonable carbon quota allocation mechanism will improve the carbon emission trading system,thereby improving the operating efficiency of the carbon trading market.Therefore,in the existing carbon trading market,it is urgent to solve the problem of carbon emission quota allocation.In order to achieve optimal allocation,under the constraints of national emission reduction targets,this paper designs a dynamic allocation mechanism for carbon emission quotas based on the principles of fairness,efficiency and feasibility allocation.First,at the national level,turn the long-term emission reduction target into an annual target and determine the annual national carbon emissions,so as to solve the problem of lack of dynamics in the past mechanism;second,establish a national-level fair allocation index system and allocation model that incorporates environmental streaming data,and uniformly determine the carbon quotas of each province,so as to ensure the fairness of national-provincial allocation,so as to solve the problem of lack of rationality in the past allocation;then,establish a provincial-level fair allocation index system and allocation model to provide industry quotas in the province allocations provide guidance to ensure the science of provincial-intra-provincial allocations.Finally,the fairness and efficiency of the allocation results are tested through the environmental Gini coefficient and DEA emission efficiency.In the case analysis part,this paper uses data clustering and other methods to process the initial data,and obtains the allocation scheme by using the entropy weight method,which is verified and compared.In addition,it also provides an allocation plan for industry quotas at the national level and the representative province of Guangdong during the 14thFive-Year Plan period,providing a reasonable reference for future China-provincial and provincial-provincial carbon emission quota allocations.The research results show that the allocation mechanism designed in this paper can effectively improve the allocation results,reasonably set annual emission reduction targets according to the emission reduction responsibilities that each province should undertake,and allocate carbon quotas corresponding to the targets,which effectively solves the problem of the lack of dynamic and dynamic allocation in the past.Reasonable and scientific issues,taking into account fairness and efficiency,have achieved a more reasonable allocation of regional quotas.This can not only promote the establishment of a unified national carbon trading market in China,but also facilitate cross-regional carbon trading and promote the subsequent establishment of links with the international carbon trading market.
