Research On Community Participation Mechanism In Hainan Ecological Civilization Construction

Since Xi Jinping’s speech at 30th anniversary of the founding of Hainan Province and the Hainan Special Economic Zone on April 13,2018,Hainan has been entrusted with an important mission and responsibility in constructing ecological civilization.As the basic unit of the national governance system,communities are an important carrier and entry for ecological civilization construction to sink to the grass-roots level and the "last mile" for connecting the government with the people.Grass-roots Party organizations and governments fully launch community residents,community autonomy organizations,other stakeholders in community agencies and enterprises and institutions,actively involved in the community to construct ecological civilization.We can build and perfect the mechanism of community participation in ecological civilization construction,promoting the cause of ecological civilization from the "top-level design" to "rooted at the primary level".This study focuses on the core issue of how to construct and improve the community participation mechanism for ecological civilization construction.Based on case studies,communities with certain exploring experience in the process of community participation in ecological civilization construction in Hainan are selected:M community(urban community)in Fengxiang Street of Haikou(the capital of Hainan Province,China)and S Village(rural community)in Bo’ao of Qionghai(a city in Hainan Province,China).We extract the main practices,existing difficulties,and causes of Hainan’s current ecological civilization construction based on a comprehensive analysis.Secondly,combined with the method of analogy research,this thesis sums up the "Hainan experience",refers to the successful practices of excellent cases of community participation in ecological civilization construction at home and abroad,and proposes the realization path and ideas for the construction of community participation mechanism of ecological civilization construction.The main conclusions are as follows:(1)The definition of community participation in ecological civilization construction are that the community of stakeholders builds a good and harmonious living environment.Community participation starts from the demands of different interests in the community construction of ecological civilization in the process of interaction,cooperation,negotiation,and game,to satisfy the life within the community ecological needs of individuals or organizations;(2)In the process of promoting community participation in ecological civilization construction,Hainan actively explores,tries and takes the initiative from the perspectives of the party and government,the community masses,self-governing community organizations,and social forces,reflecting creativity and uniqueness.However,the actual development still faces the difficulties that need to be solved urgently,such as the low degree of community residents’ participation,insufficient funds and reserve power reserve,single means and forms of publicity,and relevant supporting rules and regulations to be improved.(3)Excellent examples at home and abroad provide insights for Hainan Province to explore the community participation mechanism in constructing ecological civilization,mainly reflected in the innovation system mechanism,diverse collaborative participation patterns,community autonomy,and the residents’ rights to participate in the construction.(4)Based on "Hainan experience" and successful experience at home and abroad,the community participation mechanism for ecological civilization construction should start from positioning,education,and guarantee.That is,clearly implement the role positioning of stakeholders in community participation in ecological civilization construction,strengthen the strength of community ecological civilization education,and formulate the norms for community participation in ecological civilization construction.
