With the development of economy, the increase of economy brings ecological environment deterioration endangering sur- vival of human being, when resources meet the need of economic increase continuously. Ecological environment is the essential condition of survival and development for our human being, so, we explore how to realize the harmonious development between resource protection and economy, and to realize sustainable development at all times. Ecological compensation has already been a focus of the various circles of society, to set up perfect ecological compensation mechanisms has become the problem that is urgently solved, in order to realize coordinate and sustainable development among society, economy and environment. Forest that called"the lung of earth"is the main body of land eco-system, which has irreplaceable function of improving ecological environment and sustaining the balance of ecology. Up to the present, the legitimate interests of the operators of forest don't be guaranteed radically during the course of the sustainable management of forest, because the compensation systems of forest ecology don't be established completely. The foundation of ecological compensation system is a gradual pro- cess:《The law of forest》established in 1998 stipulated definitely the fund system of forest ecological compensation, using the form of law firstly, The state forestry administrati- on and central finance department chosen 658 counties and 24 national nature reserves in 11 provinces to be experimental units of the fund system of forest ecological compensation in 2001,and so on. This is a favorable begin of exploring and building the mechanisms of forest eco-benefit compensation, but, the corresponding mechanisms of compensation don't be founded completely now, the prospectivity of law and the lagbehind of the implement of policies have badly influenced the development of national ecological forestry.The thesis discusses the concept and intension of ecological compensation deeply, on this basis, the theoretical foundations, compensation approaches and standards are also gotten overall, systematic analysis, From the particular angle—community's participation in ecological compensation, the thesis mainly analyses the fore-and-aft costs and benefits of the implement of the policy of returning cultivated land to forest, using such theory methods as environtology, environmental economics, west economics and ecological eco- nomics, apart from these, it also analyses the appraisal of the policy, through the extended investigation of periphery areas of Fanjingshan reserve, on this basis, the thesis brings forward the compensation mode of"community participating in ecological compensation". From the study of the thesis, we not only expect to offer a reference for Fanjingshan reserve and other mountainous areas and even other areas all over the country, but also expect to offer a thought of development with strong operatability for the harmonious development among economy, society and environment and sustainable development.
