In February 2020,the Central Deep Reform Commission reviewed and approved the "Guiding Opinions on Deepening the Pilot Work of Reform of Institutions".Some localities have successively launched reform plans for local institutions.The reform of geological exploration units is an important part of it.After the territorialization reform,the reform of the geological prospecting industry once again ushered in a historic moment.The transformation of a public institution into an enterprise means that the transformed geological survey unit will face fierce market competition.Before the transformation,the extensive management method of the public institution,the vague assessment mechanism and the insufficient system of internal control system will all be the key to the transformed geological survey enterprise.Hidden hidden dangers will affect the long-term development of the unit.Among these problems,the author thinks that the first to bear the brunt is that the budget management of geological survey units is relatively simple,and it cannot provide good decision-making for unit development.In the overall budget management of the unit,project management is the core part of the entire budget management.Doing a good job in the project management of a company can effectively allocate resources to the enterprise and improve the management ability of the enterprise.Under this background,through the research of domestic and foreign literature,the author conducts interviews and questionnaires with the staff of G Geological Survey Company where the author works,finds out the problems existing in the existing budget management of G Geological Survey Company,and analyzes the reasons..At the same time,this paper will optimize the project budget management of the merged company G,and carry out various aspects such as the preparation of the project budget,the execution of the project budget,the control of the project budget and the assessment of the project budget.The contents of optimization include: establishing an organizational structure for budget management,refining the preparation process of project costs,establishing over-budget and non-budget handling methods,attaching importance to assessment procedures and reconstructing assessment and incentive systems.In order to ensure the smooth progress of the project budget,this paper should also provide the following guarantees for the implementation of the project budget: strengthen the attention of leaders and the participation of employees,improve the management system of the project budget,strengthen the learning of business capabilities,gradually improve the information system and establish a clear reward and punishment measures.The purpose of this paper is to take the merger and transformation of the geological engineering survey industry as an opportunity,through the analysis of the existing budget environment of G geological survey company,to find out the common budget management problems in the industry,and to propose targeted solutions.Optimize the construction of the company’s budget preparation,budget execution,budget assessment,etc.,to provide better guarantee for the development of various projects,to seek longer-term development for G Geological Survey Company,and to achieve better costs in the fierce market competition Leading strategy.At the same time,taking G Geological Survey Company as an example,let the fraternal units in transition pay more attention to budget management,so that G Geological Survey Company has better services,stronger competitive advantages,and better service to geological survey work.
