The Paris Agreement expects the world to be carbon neutral by 2051-2100.Carbon neutralization and carbon peak have become the global green development trend.China attaches great importance to addressing climate change and energy conservation and emission reduction.In order to reflect the responsibility of a big country,in September 2020,General Secretary Xi put forward the goals of "carbon peaking" and "carbon neutralization" for the first time at the 75 th United Nations General Assembly: CO2 emissions will reach the peak in 2030,and strive to achieve carbon neutralization nationwide by 2060("3060 double carbon goals").Since the reform and opening up,China’s economy has developed rapidly,followed by the rapid development of the real estate industry.The real estate industry has a high degree of correlation,involves many industries,and the carbon emission and energy consumption of real estate and related fields are high.It is an important field for the implementation of total carbon emission control.At present,the environmental assessment system of real estate projects continues to deepen the reform and improve the mechanism,but there are still deficiencies in the implementation process.The environmental assessment system does not have strong constraints on energy conservation and emission reduction in the construction field.Therefore,it is very necessary to study the environmental impact assessment system of real estate projects.Based on the background of carbon neutrality in China,this paper takes the environmental impact system of real estate projects as the research object,and expounds the changes and relevance of the environmental impact assessment system of real estate projects in China by using the methods of literature research,on-site interview and case analysis.Through the analysis of cases and interviews,it is concluded that the real estate environmental assessment system has the following problems: weak supervision during and after the event,single environmental assessment and supervision subjects,poor environmental assessment results Insufficient public participation.The main reasons for the above deficiencies are:incomplete top-level design,imperfect technical system,inadequate supervision and management,and imperfect public participation mechanism.At the end of the paper,on how to meet the people’s growing needs for a better life,more effectively restrict the growth rate of energy consumption and carbon emission of real estate buildings,strive to improve the medium and long-term development of building energy conservation,green buildings and low carbon in China,and promote the timely realization of the goals of carbon peak,carbon neutralization and double carbon,the paper proposes to improve the supervision system during and after the event,enhance the public’s awareness and ability of participation Suggestions on improving the environmental protection and low carbon awareness system of enterprises.
