Green development is the background of high-quality development,as scheduled in 2035 to complete the beautiful China construction goals and "3060" double carbon targets has become an urgent task in the future of China,which requires that in the 14 th Five-Year Plan period and a long period of time China still adhere to the ecological civilization concept of "green water and green mountains are invaluable assets".As a "green" national pillar industry,tourism solves the contradiction between its industrial development and environmental protection,which is a major issue that promoting the high-quality development of tourism at this stage.Since the "two mountains" theory in the concept of ecological civilization was proposed,all-area-advancing tourism,as a "new development concept" of tourism,has effectively alleviated the imbalance of the tourism market and the chaos of tourism management in practice,and promoted the sustainable and healthy development of tourism.But the environmental effects of all-area-advancing tourism development,especially whether it can reduce the carbon emissions caused by the rapid expansion of the tourism industry,the existing research literature has not yet provided systematic scientific evidence.Taking 30 provinces(cities)in China as the research object,this paper conducts an empirical analysis of the relationship between all-area-advancing tourism development and regional tourism carbon emissions by constructing the 2005-2019 provincial tourism development panel data;further analyzes the actual contribution of all-area-advancing tourism to the "Two Mountains" theory by studying the impact of all-area-advancing tourism development on the inflection point of the Environmental Kuznets Curve;and explores the specific mechanism of all-area-advancing tourism and tourism carbon emission reduction from the perspective of industrial agglomeration;finally,at different levels of economic and external environment,the differences in the emission reduction benefits of all-area-advancing tourism are analyzed.The study found that the development of all-area-advancing tourism has a significant emission reduction effect on tourism carbon emissions,and all-area-advancing tourism will enhance the carbon emission reduction effect of tourism by promoting the diversification and agglomeration of regional tourism industries and improving the level of regional tourism carbon sinks: there is spatial heterogeneity in this effect,that is,the carbon reduction effects of all-area-advancing tourism in the eastern region and strong environmental regulation areas is more obvious.Further testing found that the development of all-area-advancing tourism can accelerate the arrival of the inflection point of the Environmental Kuznets Curve,which significantly supports the value transformation in the "Two Mountains" theory.Through the exogenous event impact of "All-Area-Advancing Tourism Demonstration Province" and instrumental variable method,this paper effectively alleviates the endogenous problem between all-area-advancing tourism and tourism carbon emission reduction.The above results are still valid after a series of robustness tests.Based on the research conclusions,starting from the supply side of the tourism industry,we will strengthen the ecological empowerment of the tourism industry and boost the diversified integration and exchange within the industry in the development of all-area-advancing tourism;Optimize the ability of the market to regulate the green development of tourism and achieve a dynamic balance of the regional tourism industry in the construction of regional all-area-advancing tourism.It puts forward the development goals that the overall system of the tourism industry is orderly,diversified and coordinated.the development strategy that development of regional tourism according to local conditions and situation.Based on the high position and the big pattern,it provides guidance for the construction of a policy system for the green and high-quality development of the tourism industry.
