| Willow wicker is one of the traditional folk handicrafts,which is widely used in daily life.Especially in recent years,with the rapid economic development,willow wicker products are very popular in foreign countries,which promotes the rapid growth of international export of willow wicker industry.Lu ’an area is the main production and export destination of willow wicker.Huo qiu willow wicker was approved as a national geographic indication product in 2008,and the wicker process was listed in the third batch of national intangible cultural Heritage list.However,since 2015,inspection and quarantine policies around the world have become increasingly strict,and the export volume of willow wicker products in Lu ’an area has shown a continuous downward trend,and the industry as a whole has shown a shrinking trend,bringing a huge impact on the local economy.Explore new inspection and quarantine countermeasures,help Lu ’an area willow products export,willow products export supervision has become a top priority.In this paper,willow wicker industry in Lu ’an area is taken as the research object.Firstly,the development situation of willow wicker industry in China,inspection and quarantine measures in major foreign markets,supervision requirements and research methods for export willow wicker products in China are summarized.Then through the analysis of raw material supply and the number,scale and export of registered manufacturing and processing enterprises of willow wicker and its products in Lu ’an area from 2015 to 2020,a horizontal comparison is made based on the import quarantine requirements of willow wicker products in different countries and regions and the problems found in export on-site inspection.The results showed that the planting area of willow wicker in Lu ’an increased from 105,000 mu in 2015 to 170,000 mu in 2019.Lu’an region,however,wicker export value has decreased from 2015 export value of $91.996 million in 2016 to $73.792 million,finally to 2020,only $57.0378 million,significantly decreased by 37.9% compared with 2015 in 2020.On this basis,the export situation of willow wicker in Lu ’an area is analyzed.The main problems are as follows: first,the intensive and scale of willow wicker industry in Lu’an area is insufficient;Secondly,the production and processing enterprises of exit willow wicker in Lu ’an area do not have standard management,imperfect quality management system,lack of management personnel and technical personnel,and poor hardware facilities;Third,foreign technical barriers to trade emerge in endlessly,the importer and quarantine requirements to continuously improve,enterprise production process backward,does not have the corresponding prevention treatment measures,result in qualified rate increase exports and reduce the competitiveness of the products in the international market hit the export enterprise’s enthusiasm,falling export value of continuous,Seriously affected the local willow industry export trade development.Aiming at the existing problem of Lu ’an district export wicker products,combining with the new functions of the customs requirements,giving full play to the advantages of the customs,put forward countermeasures for wicker products exit inspection and quarantine,and aims to enhance the quality of wicker products,expand the export of wicker,inspection and quarantine countermeasures,including: 1)to create the quality and safety of export wicker demonstration area,promote industry intensive development;2)Give full play to the technical advantages of customs and innovate the supervision mode;3)Establish a sound risk warning mechanism to help enterprises break through technical barriers to trade.;4)Urge enterprises to implement main responsibility and enhance core competitiveness;5)Strengthen hardware construction and improve quarantine processing capacity;6)Accelerate information construction and improve the efficiency of exit customs clearance.Supervision and service parallel,improve the technical competitiveness of enterprises,break foreign technical barriers to trade,improve the international competitiveness of willow products. |
