Research On The Management Of Transfer Payment Funds In Ecological Zones

With the rapid development of the economy,ecosystem functions have been degraded to varying degrees.In order to protect the ecological environment,the central government has set up special transfer payments such as forestry subsidy funds to carry out ecological compensation and clearly define the purpose of the funds.In 2008,the central government launched the pilot work of transfer payment for ecological function zones.Different from special transfer payment,this fund is a general transfer payment,which is arranged by the people’s government at the county level.The use of funds is flexible and the management of this fund is strengthened.It can standardize the use of funds,improve the allocation efficiency of financial resources,and provide more ecological products to meet the growing needs of the people for a beautiful ecological environment.G state is an important water source conservation area in the upper reaches of the Yellow River,and its ecological location is very important.The transfer payment funds for ecological function areas are its main source of funds for ecological compensation.Combining public finance theory,public product theory and externality theory,using interview method and literature method,this paper analyzes the investment scale,fund allocation,fund use,fund supervision,fund performance evaluation and other aspects of transfer payment funds in the ecological functional area of G state.There are problems in the management of this fund.The study found that in the use of transfer payment funds for ecological function zones in G state,there are problems such as people’s livelihood funds crowding out environmental protection funds,insufficient investment,unreasonable distribution,and imperfect supervision mechanisms.The reason is that the transfer payment of ecological functional areas has dual goals,the ideological awareness of stakeholders is not high enough,the information asymmetry in the use of funds,and the dilemma between the pursuit of ecological quality and regional development.In view of this,this paper proposes to protect the ecological environment as the main goal,improve the performance appraisal mechanism;establish a horizontal transfer payment system to broaden the source of funds;increase the intensity of ecological compensation transfer payments,improve the method of fund allocation;improve the transfer payment supervision mechanism,smooth Countermeasures and suggestions such as fund supervision channels,promote the standardization of transfer payment fund management in ecological function areas,and improve the use efficiency of funds.
