In recent years,as environmental degradation and resource depletion have become increasingly serious,green and low-carbon has become an inevitable development trend for all industries,especially in the field of cold chain logistics with high input,high energy consumption and high emissions.At present,China’s cold chain logistics market is huge,but there are still problems such as low efficiency and uneven development,which restrict the improvement of the overall operation quality.Therefore,how to achieve a balance between the cost,efficiency and environment of cold chain logistics in a low carbon economy has become one of the important issues to be studied urgently.Based on the above background,this paper conducts a study on the comprehensive measurement of regional cold chain logistics efficiency and its influence mechanism from a low-carbon perspective.On the basis of scientific measurement of the development level of regional cold chain logistics,it explores the driving factors affecting its development,explores the ways to enhance and improve it,and provides theoretical references for promoting the green,low-carbon and efficient development of cold chain logistics.The main research contents of this paper are as follows.(1)Construction of a comprehensive measurement model of regional cold chain logistics efficiency from a low-carbon perspectiveBased on the clarification of the relevant theories and the current development status,this paper takes the regional cold chain logistics efficiency from a low-carbon perspective as the research object,incorporates the carbon emissions of cold chain logistics as the non-expected output into the analysis framework,based on the improved three-stage super-efficiency SBM-DEA model(Slacks based model-data envelopment analysis)and the global Malmquist-Luenberger index model,a comprehensive measurement model combining static and dynamic regional cold chain logistics efficiency was constructed.(2)An empirical study on the comprehensive measurement of cold chain logistics efficiency from the perspective of low carbon in Jiangsu ProvinceAn empirical study combining static and dynamic measures of the cold chain logistics industry in 13 municipalities of Jiangsu Province from 2010 to 2020 is conducted,and the differences are analysed from different perspectives.Among them,the analysis of static measurement differences includes the analysis of the differences before and after the improvement of the model,the analysis of the differences from the perspective of municipalities and regions within the province,and the analysis of the differences between Jiangsu Province and other provinces from the perspective of provinces,in order to grasp the static characteristics of the cold chain logistics efficiency in Jiangsu Province under the consideration of resource and environmental constraints.On this basis,in order to compensate for the shortcomings of static measurement,the analysis of dynamic measurement differences is further carried out,including the analysis of differences in whether or not to consider non-desired output,the analysis of time evolution pattern based on coefficient of variation,and the analysis of spatial evolution pattern based on the migration trajectory of the centre of gravity,in order to grasp the dynamic characteristics of regional cold chain logistics efficiency under the low-carbon perspective.The results show that the development level of cold chain logistics in Jiangsu Province under the low-carbon perspective is continuously improving,but the regional development differences are obvious,and the phenomenon has improved after 2014.(3)Research on the mechanism of regional cold chain logistics efficiency under the low carbon perspective based on the spatial Durbin modelIn this paper,the mechanism of the influence of regional cold chain logistics efficiency from the perspective of low carbon is studied from both theoretical analysis and empirical research.The theoretical analysis starts from five levels: economic development level,industrial structure,degree of openness to the outside world,energy structure and the role of the government,and constructs a comprehensive theoretical framework to clarify the mechanism of each influencing factor;on the basis of the theoretical analysis,taking Jiangsu Province as an example,the spatial spillover effect is fully considered,and the spatial Durbin model is applied to study the direction and degree of the influence of each influencing factor and clarify the mechanism of the effect.Finally,combining the research findings with the current situation of cold chain logistics development in Jiangsu Province,this paper proposes policy recommendations to promote the efficiency of cold chain logistics from the perspective of low-carbon,including policies,enterprises and talents,and provides theoretical references to promote the green,efficient and sustainable development of regional cold chain logistics.
