Study On The Evaluation Of High-quality Development Level Of Oil And Gas Enterprises

The report of the 19 th Party Congress pointed out that "China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development,and is in the critical period of transforming the development mode,optimizing the economic structure and changing the growth momentum".The oil and gas industry,as a basic industry that affects the people’s livelihood and a pillar industry of the national economy,has been shifting from a crude to an intensive,inefficient to an efficient development mode.Oil and gas enterprises as an important microscopic subject,has been making great contributions to China’s economic construction,has become a key position of high-quality development.The high quality development level of oil and gas enterprises will largely affect the process of China’s economy to achieve high quality development.In this context,scientific evaluation of the high quality development level of oil and gas enterprises,and guiding them to clarify how to promote the realization of high quality development,has become an important issue that needs to be studied in depth.This paper takes 58 domestic oil and gas enterprises listed in Shanghai and Shenzhen as the research objects,and uses literature research method,qualitative analysis method and quantitative analysis method to study the level of high-quality development of China’s oil and gas enterprises.Firstly,the research background is analyzed to clarify the purpose and significance of the study and to understand the current situation of domestic and foreign research.Secondly,the scope of oil and gas enterprises and the connotation and characteristics of high-quality development of oil and gas enterprises are defined,and resource-based theory,multi-indicator comprehensive evaluation theory and sustainable development theory are used as the research bases.Again,combining with relevant policy documents and literature,the basic framework of the index system is built from four subsystems of financial quality,green and efficient,technology-driven and result-sharing,and the index system of 11 sub-indicators and27 specific indicators is obtained by screening.Then,through the comparative analysis of evaluation methods,the improved CRITIC method and TOPSIS method are selected to build the evaluation model.Taking 2014 to 2020 as the research interval,the level of high-quality development of oil and gas enterprises was evaluated and analyzed from the perspective of the sample as a whole and from the perspective of individuals.It is found that: the degree of influence of the four subsystems is ranked according to financial quality,green efficiency,technological innovation and sharing of results;financial quality basically plays a positive role in the high-quality development of oil and gas enterprises,and the key influencing factor is the operational capacity of enterprises;green efficiency has a positive influence since 2016,but the operational efficiency of oil and gas enterprises and the level of low-carbon environmental protection need to be improved;technological innovation has a negative influence and it is urgent to improve the quality of innovation output;both social responsibility and social value in the result sharing subsystem have produced inhibitory effects;different oil and gas enterprises have different trends of changes in the level of high-quality development,and the gap between enterprises is obvious.Finally,based on the analysis of the evaluation results,corresponding development countermeasures are proposed for improving the high quality development level of oil and gas enterprises from both industry and enterprise perspectives.The study concludes that the use of the improved CRITIC method and TOPSIS method to evaluate the high quality development level of oil and gas enterprises is of reference value for improving the development quality of oil and gas enterprises.
